COUNCIL CHAMBERS
JUNE 25, 2024-8:30 A.M.
Roll call was answered by: Mayor Lance Waters, Chairman Don Gura, and Board Member Tara Streb.
Others present were: Katie Ritchie, Kristen Johnson, Sheryl Prentice- KPC, Brian Strange, Scott Mosley, Patrick
Howell, John Dixon, Scott Derby, Dawn McGahen, Jeremy McKinley, and Tyler Minnich.
Pledge of Allegiance
The Pledge of Allegiance was recited by all in attendance.
Minutes
Mayor Lance Waters made a motion to approve the Board of Works minutes from the June 11, 2024 meeting with
a second from Board Member Tara Streb. The motion passed 2 ayes – 0 nays.
Petitions
No petitions or comments were given.
Mayor
Application for Use of Public Facilities- Fright Night
Samantha Phipps submitted an application for the use of public facilities for a Fright Night Festival on October
12, 2024 on Main Street between Mitchell and Rush Streets) from 2:00 P.M to 9:00 P.M. Board Member Tara
Streb made a motion to approve with a second from Mayor Lance Waters. The motion passed 2 ayes – 0 nays.
Application for Use of Public Facilities- Knoll Ridge Block Party- Add On
Tyler Minnich submitted an application for the use of public facilities for a block party held on Knoll Ridge Blvd.
on July 4, 2024 from 12:00 P.M. to 11:00 P.M. This is for neighboring residence to fellowship. The street would
be closed and open to the neighborhood to join. Mayor Lance Waters made a motion to approve with a second
from Board Member Tara Streb. The motion passed 2 ayes – 0 nays.
Clerk-Treasurer
Request to Pay Schenkel Construction
Clerk Treasurer Katie Ritchie requested authorization to pay Pay App #3 to Schenkel Construction in the amount
of $68,784.00 for the Kendallville Main Street Façade Improvement Program. Once approved the money will be
ordered from OCRA to pay. Board Member Tara Streb made a motion to approve with a second from Mayor
Lance Waters. The motion passed 2 ayes – 0 nays.
Engineering
Drake Road Phase 1 Inspection- Request 17
Administrative Engineer Scott Derby requested authorization to pay invoice 24-1326 to A&Z Engineering in the
amount of $18,413.32 (Federal-$14,730.66 & Local-$3,682.66). Mayor Lance Waters made a motion to approve
with a second from Board Member Tara Streb. The motion passed 2 ayes – 0 nays.
Request to Pay Kendallville Terminal Railway- Add On
Administrative Engineer Scott Derby requested formal authorization to pay Kendallville Terminal Railway
$6,295.50. This invoice was sent in December 2023 and got lost in transit. Derby had gotten verbal authorization
to pay the invoice on Friday June 14, 2024. Board Member Tara Streb made a motion to approve with a second
from Mayor Lance Waters. The motion passed 2 ayes – 0 nays.
Police
Request Authorization to Purchase Portable Incinerator
Chief of Police John Dixon requested authorization to purchase a portable incinerator from Elastec in the amount
of $6,010.00. This is to incinerate all the prescription drugs that is dropped off in the box located in City Hall. The
money for the purchase is from forfeiture/ceased money from drug cases through Noble County that was
deposited into the general fund. The money for the purchase will come from the unappropriated account within
the general fund. Mayor Lance Waters made a motion to approve with a second from Board Member Tara Streb.
The motion passed 2 ayes – 0 nays.
Street
Wage Adjustment- Tyler Mueller
Superintendent Brian Strange requested authorization to give employee Tyler Mueller a wage increase of $2.00 an
hour effective June 24, 2024. Board Member Tara Streb made a motion to approve with a second from Mayor
Lance Waters. The motion passed 2 ayes – 0 nays.
WWTP
Replacement Pump Purchase
Superintendent Patrick Howell requested authorization to purchase a replacement pump for the lift station at
Friendly Village from S&K Equipment in the amount of $5,895.00. This purchase will be paid from account
6201003620.000.Board Member Tara Streb made a motion to approve with a second from Mayor Lance Waters.
The motion passed 2 ayes – 0 nays.
The May 2024 Financial Report was presented for review.
Water
The May Revenue/Expense Report was presented for review.
Motion to Adjourn
Board Member Tara Streb made a motion to adjourn the meeting. Chairman Don Gura adjourned the meeting at
8:43 A.M.
