BOARD OF PUBLIC WORKS AND SAFETY COUNCIL CHAMBERS July 9, 2024-8:30 A.M. Roll call was answered by Mayor Lance Waters, Chairman Don Gura and Board Member Tara Streb Others present were: Brandy Roberts, Scott Mosley, Jeremy McKinley, Pat Howell, Cindy Marple, Brian Strange, John Dixon, Corey Smith, Sheryl Prentice-KPC and Kristen Johnson. Pledge of Allegiance The Pledge of Allegiance was recited by all in attendance. Minutes The minutes of the June 25, 2024 Board of Public Works and Safety meeting were presented for approval. Mayor Lance Waters made a motion to approve the minutes with a second by Board Member Tara Streb. The motion passed 2 ayes-0 nays. Petitions or Comments Mayor Lance Waters wanted to thank everyone that was involved in this years July 4th firework celebration at Bixler Lake. Mayor Application for use of public facilities-Kendallville Church Outreach Michael Dentler submitted an application for the use of public facilities for Church Outreach on September 14, 2024 from 5:00 P.M. to 8:00 P.M. The event will take place on Rush St from Main to the alley. Mayor Lance Waters made a motion to approve with a second by Board Member Tara Streb. The motion passed with 2 ayes-0 nays. Application for use of public facilities-Kendallville Car Show Kristin Johnson submitted an application for the use of public facilities for the Annual Downtown Car Show on September 7, 2024 from 6:30 A M. to 5:00 P.M. The event will take place on Main Street between Mitchell & Diamond Street, side streets to alley and Founder’s Park. Board Member Tara Streb made a motion to approve with a second by Mayor Lance Waters. The motion passed with 2 ayes-0 nays. Clerk-Treasurer Request to Pay Boyce Systems Clerk-Treasurer Katie Ritchie requested authorization to pay Invoice# 109198 in the amount of $ 15, 115.00 to Boyce Systems for the annual software membership for our billing and payroll software systems. This invoice will be split between BOW Contractual, WWTP, and Water. Board Member Tara Streb made a motion to approve with a second by Mayor Lance Waters. The motion passed with 2 ayes-0 nays. Water Line Loan Request Clerk-Treasurer Katie Ritchie submitted a letter from Brad & Heidi Fifer residents at 412 S. State Street who are requesting a loan to repair the main water line at their home. They received 3 quotes from area contractors with the lowest bid from Pro Flow Plumbing Solutions in the amount of $2,363.00. The board approved this loan with an interest rate of 3%. Mayor Lance Waters made a motion to approve the minutes with a second by Board Member Tara Streb. The motion passed 2 ayes-0 nays. Write Off Request Clerk- Treasurer Katie Ritchie requested authorization to write off multiple balances on utility accounts of people who are deceased, had no forwarding addresses and or changed ownership before we were able to place liens after the 90-day waiting period. Board Member Tara Streb made a motion to approve with a second by Mayor Lance Waters. The motion passed with 2 ayes-0 nays. Engineering- CMP Replacement-Freeman St at Bixler Lake Ditch Update Administrative Engineer Scott Derby submitted an update asking for additional funding in the amount of $10,200.00 to cover curb, sidewalk, and asphalt to complete the project. Board members noted that this is still substantially less than what it could have cost if work was hired out. Mayor Lance Waters made a motion to approve the minutes with a second by Board Member Tara Streb. The motion passed 2 ayes-0 nays. Police- Request to pay Midwest Lights and Siren John Dixon requested authorization to pay $ 9,561.00 to Midwest Lights and Siren. This will be for all items needed to equip and be installed in the new Dodge Durango. Board Member Tara Streb made a motion to approve with a second by Mayor Lance Waters. The motion passed with 2 ayes-0 nays. WWTP Request to Pay BL Anderson Superintendent Patrick Howell requested authorization to pay BL Anderson in the amount of $ 16,410.00. This covers multiple invoices for parts ordered to meter our anoxic zones to be able to lower chemical usage. Board Member Tara Streb made a motion to approve with a second by Mayor Lance Waters. The motion passed with 2 ayes-0 nays. Motion to Adjourn Board Member Tara Streb made a motion to adjourn the meeting.
