COMMON COUNCIL COUNCIL CHAMBERS-CITY HALL JANUARY 21, 2020 -7:00 P.M. The Common Council of the City of Kendallville met in regular session Tuesday January 21, 2020 at 7:00 p.m. Roll call was answered by: Mayor SuzAnne Handshoe, Council Member Regan Ford, Council Member Corey Boese, Council Member Jim Dazey, Attorney Doug Atz, Council Member Steven Clouse, Council Member Amy Ballard, and MYAC Member Kyle Blackburn. Others present were: Steve Garbacz -KPC Media, Elissa Hambrick, Scott Derby, Jim Pankop, Terry Longsworth, Kristen Johnson, Jeremy McKinley, Robert Kline, Tim Schlotter, Matt Brinkman- Region3-A, and Chris Lautzenhiser- Bollhoff. PLEDGE OF ALLEGIANCE The Pledge of Allegiance was recited by all in attendance. MINUTES/ MEETING Minutes from the January 7, 2020 Common Council meeting were presented for review. Council Member Steven Clouse mentioned there were noticed corrections that needed to be made. Council Member Jim Dazey made a motion to approve with the corrections being made and second from Council Member Regan Ford. The motion passed 5 ayes – 0 nays. PETITIONS OR COMMENTS Kendallville Resident Tim Schlotter discussed his concerns on mandating a trash hauler for all residents in corporate city limits. MAYOR Resolution #1057- Tax Abatement- Bollhoff Council Member Jim Dazey requested the reading of Resolution #1057- Tax Abatement in its entirety. Attorney Doug Atz read Resolution #1057 in its entirety. Council Member Jim Dazey made a motion to approve with second from Council Member Steven Clouse. The motion passed 5 ayes- 0 nays. The Aviation minutes were presented for review. Chamber Director/ EDAC Coordinator, Kristen Johnson, gave an update on the EDAC report. Council Member Jim Dazey made a motion to approve the EDAC contract with a second from Council Member Regan Ford. The motion passed 5 ayes- 0 nays. Mayor SuzAnne Handshoe stated that she is still working on her appointments. She did interview someone for the RDC board but has not heard any response back yet. Mayor Handshoe did state that Ray Scott has resigned from all the boards he served on. Mayor SuzAnne Handshoe did appoint Keith Ballard as member to the RDC. Council Member Jim Dazey did mention that Council Member Amy Ballard’s appointment to the EDAC and Council Member Corey Boese’s appointment to the Cemetery Board was good through December 31, 2020. ENGINEERING City Engineer, Scott Derby, gave an update on the city trash contract. Derby stated that he is currently working with neighboring cities to see the options and functionalities they currently have. Scott Derby said that he did plan on having the specifications in place for final review in early March. FIRE The December Fire report was presented for review. PARK The January 13, 2020 minutes was presented for review. POLICE The December Police report was presented for review. NEW BUSINNES General Ordinance #1220/ Zoning Code Crematory- First Reading Council Member Jim Dazey requested the first reading of General Ordinance #1220/ Zoning Code Crematory in title only. Attorney Doug Atz read General Ordinance #1220 in title only. Council Member Jim Dazey made motion to approve with a second by Council Member Regan Ford. There was discussion that Amend Figure 3- C3 was missing. Attorney Doug Atz said that he would check with Dave Lange on the situation. The motion passed 5ayes-0 nays. General Ordinance #1221/ Zoning Regulations- First Reading Council Member Jim Dazey requested the first reading of General Ordinance #1221/ Zoning Regulations in title only. Attorney Doug Atz read General Ordinance #1221 in title only. Council Member Jim Dazey made a motion to approve with a second from Council Member Regan Ford. Council Member Regan Ford mentioned that he had a map of zoning and a big highlight of this ordinance is to maintain the kind of use that Kammerer is intended to use. The motion passed 5 ayes- 0 nays. ALLOWENCE OF BILLS AND CLAIMS Council Member Jim Dazey presented bills and claim numbers 64829 through 64945 for $1,500,895.99 for approval. Council Member Jim Dazey made a motion to approve the bills and claims with a second by Council Member Regan Ford. The motion passed 5 ayes-0 nays. MOTION TO ADJOURN Council Member Jim Dazey made a motion to adjourn the meeting. Mayor SuzAnne Handshoe adjourned the meeting at 7:25 P.M. ________________________________________________ Kathren R.
