COMMON COUNCIL COUNCIL CHAMBERS-CITY HALL FEBRUARY 4, 2020 -7:00 P.M. The Common Council of the City of Kendallville met in regular session Tuesday February 4, 2020 at 7:00 P.M. Roll call was answered by Mayor SuzAnne Handshoe, Council Member Regan Ford, Council Member Corey Boese, Council Member Jim Dazey, Attorney Jacob Atz filling in for City Attorney Doug Atz, Council Member Steven Clouse, Council Member Amy Ballard, and MYAC Member Kyle Blackburn. Others present were: Andy Barrand -KPC Media, Katie Ritchie, Scott Mosley, Jim Pankop, Terry Longsworth, Ryan Alwine, Dave Lange, Ron & Tracy Stanley, Rob Wiley, Suzanne Hogan, Mike Tritch and Jeremy McKinley. PLEDGE OF ALLEGIANCE The Pledge of Allegiance was recited by all in attendance. MINUTES/ MEETING Minutes from the January 21, 2020 Common Council meeting were presented for review. Council Member Jim Dazey made a motion to approve with a second from Council Member Steven Clouse. The motion passed 5 ayes – 0 nays. PETITIONS OR COMMENTS No petitions or comments were given. MAYOR 2020 Census Speaker Suzanne Hogan gave a brief presentation on how important the 2020 Census is and the benefits from it. Mayor SuzAnne Handshoe appointed Logan Conley to the RDC board and stated that she is currently working on one for Plan Commission. FIRE The 2019 Year End Report was presented for review. PARK The 2019 Annual Report was presented for review. POLICE The 2019 Annual Report was presented for review. OLD BUSINESS General Ordinance #1220/ Zoning Code Crematory- 2nd Reading Council Member Jim Dazey requested the second reading of General Ordinance #1220/ Zoning Code Crematory in its entirety. Attorney Jacob Atz read General Ordinance #1220 in its entirety. Council Member Jim Dazey made motion to approve with a second by Council Member Regan Ford. Council Member Regan Ford asked Building Inspector Dave Lange to come forward and give detail about the ordinance. Council Member Steven Clouse gave a brief description concerning some of the content within the ordinance. The motion passed 4 ayes-1 nays. Council Member Steven Clouse opposed the passing of General Ordinance #1220. General Ordinance #1221/ Zoning Regulations- 2nd Reading Council Member Jim Dazey requested the second reading of General Ordinance #1221/ Zoning Regulations in its entirety. Attorney Jacob Atz read General Ordinance #1221 in its entirety. Council Member Jim Dazey made a motion to approve with a second from Council Member Regan Ford. Building Inspector Dave Lange gave a brief detail about General Ordinance #1221. The motion passed 5 ayes – 0 nays Council Member Jim Dazey made a motion to suspend the rules and proceed to the 3rd reading of General Ordinance #1221 with a second from Council Member Regan Ford. The motion passed 5 ayes – 0 nays. Council Member Jim Dazey requested the third reading of General Ordinance #1221/ Zoning Regulations in title only. Attorney Jacob Atz read General Ordinance #1221 in title only. Council Member Jim Dazey made a motion to approve with a second from Council Member Corey Boese. There was some discussion between Council Member’s about a neighboring parcel that is zoned the same original way. The motion passed 5 ayes- 0 nays. ALLOWENCE OF BILLS AND CLAIMS Council Member Jim Dazey presented bills and claim numbers 64946 through 65047 for $793,677.46 for approval. Council Member Jim Dazey made a motion to approve the bills and claims with a second by Council Member Regan Ford. The motion passed 5 ayes-0 nays. MOTION TO ADJOURN Council Member Jim Dazey made a motion to adjourn the meeting. Mayor SuzAnne Handshoe adjourned the meeting at 7:32 P.M. ________________________________________________ Kathren R.
