COMMON COUNCIL COUNCIL CHAMBERS-CITY HALL FEBRUARY 18, 2020 -7:00 P.M. The Common Council of the City of Kendallville met in regular session Tuesday February 18, 2020 at 7:00 P.M. Roll call was answered by Council Member Regan Ford, Council Member Corey Boese, Council Member Jim Dazey, Attorney Doug Atz, Council Member Steven Clouse, Council Member Amy Ballard, and MYAC Member Kyle Blackburn. Mayor SuzAnne Handshoe was absent. Others present were: Steve Garbacz -KPC Media, Katie Ritchie, Jim Pankop, Terry Longsworth, Ryan Alwine, Keith Ballard, Ron Stanley, Jeremy McKinley, Doug& Ashley Davis, Mark Schultz, Rob Wiley, Bob & Kerry Mason, Nathaniel Stahl, Rob Kline, John Dixon, Scott & Debbie Derby, Kathy Butler, Todd Hanes, Lance Waters, Michael Davis, Cody Mast, Terri Maggert, David Roeseger, Bob & Kris Misner, Nancy Helmer, Sara Fischer, Carol Blackman, Cathie Himbager, Lucy Pyeule, and Zach Rodgers. PLEDGE OF ALLEGIANCE The Pledge of Allegiance was recited by all in attendance. MINUTES/ MEETING Minutes from the February 4, 2020 Common Council meeting were presented for review. Council Member Steven Clouse made a motion to approve with a second from Council Member Amy Ballard. The motion passed 4 ayes – 0 nays. PETITIONS OR COMMENTS No petitions or comments were given. MAYOR Eric Terry was named Firefighter of the Year for 2019 and was presented a plaque. Doug Davis was named Policeman of the Year for 2019 and was presented a plaque. Kerry Mason was recognized for her 23 years of service to the City working at the Wastewater Treatment Plant. She recently retired in January 2020. Council Member Jim Dazey read the Right to Life Proclamation signed by Mayor SuzAnne Handshoe. FIRE The January 2020 Report was presented for review. PARK The February 10, 2020 park minutes were presented for review. POLICE The January 2020 Report was presented for review. OLD BUSINESS General Ordinance #1220/ Zoning Code Crematory- 3nd Reading Council Member Steven Clouse requested the third reading of General Ordinance #1220/ Zoning Code Crematory in title only. Attorney Doug Atz read General Ordinance #1220 in title only. Council Member Regan Ford made motion to table this ordinance until the March 17th meeting with a second by Council Member Corey Boese. Council Member Steven Clouse gave a brief description concerning some of the content within the ordinance and Council Member Regan Ford said that he would like to tour a couple crematories and talk with other municipalities on how they state their ordinances regarding crematories. The motion passed 3 ayes-1 nays. Council Member Steven Clouse opposed the passing of General Ordinance #1220. There was a letter written by the petitioner explaining there was an understanding if there was a decision to table General Ordinance 1220 to allow some additional review. ALLOWENCE OF BILLS AND CLAIMS Council Member Amy Ballard presented bills and claim numbers 65048 through 65157 for $955,619.40 for approval. Council Member Amy Ballard made a motion to approve the bills and claims with a second by Council Member Regan Ford. The motion passed 4 ayes-0 nays. MOTION TO ADJOURN Council Member Regan Ford made a motion to adjourn the meeting. Council Member Jim Dazey adjourned the meeting at 7:18 P.M. ________________________________________________ Kathren R.
