COMMON COUNCIL COUNCIL CHAMBERS-CITY HALL MARCH 17, 2020 -7:00 P.M. A public hearing took place for an additional appropriation for the MVH restricted account. Clerk Treasurer Katie Ritchie explained that the appropriation in the amount of $242,978 was for the Community Crossing Grant. The Common Council of the City of Kendallville met in regular session Tuesday March 17, 2020 at 7:02 P.M. Roll call was answered by: Mayor SuzAnne Handshoe, Council Member Regan Ford, Council Member Corey Boese, Council Member Jim Dazey, Attorney Jacob Atz filling in for Attorney Doug Atz, Council Member Steven Clouse, Council Member Amy Ballard. MYAC Member Kyle Blackburn was absent. Others present were: Jerry & Diann Steinbarger, Todd Hanes, Ron Stanley, Zack Brown, Rob Wiley, Jeremy McKinley, Katie Ritchie, and Scott Derby. PLEDGE OF ALLEGIANCE The Pledge of Allegiance was recited by all in attendance. MINUTES/ MEETING Minutes from the March 3, 2020 Common Council meeting were presented for review. Council Member Jim Dazey made a motion to approve with a second from Council Member Corey Boese. The motion passed 5 ayes – 0 nays. PETITIONS OR COMMENTS No petitions or comments were given. MAYOR Mayor SuzAnne Handshoe proclaimed the week of March 15, 2020 as Severe Weather Awareness Week. Mayor Handshoe also stated that the sirens wouldn’t be tested at designated times this week due to the public health emergency that has been issued because of the Coronavirus. Jerry Steinbarger presented the KLDC’s 2019 annual report. The aviation minutes for January were presented for review. CLERK TREASURER Resolution #1058/ Additional Appropriation Council Member Jim Dazey requested the reading of Resolution #1058/ Additional Appropriation in its entirety. Attorney Jacob Atz read Resolution #1058 in its entirety. Council Member Jim Dazey made a motion to approve with a second from Council Member Steven Clouse. The motion passed 5 ayes- 0 nays. PARK The March 9, 2020 minutes were presented for review. POLICE The February Police Department report was presented for review. ALLOWENCE OF BILLS AND CLAIMS Council Member Jim Dazey presented bills and claim numbers 65245 through 65358 for $541,444.43 for approval. Council Member Jim Dazey made a motion to approve the bills and claims with a second by Council Member Corey Boese. The motion passed 5 ayes-0 nays. Mayor SuzAnne Handshoe presented the executive order from the State of Indiana regarding further orders and directives in response to the Coronavirus Disease 2019 Epidemic. Attorney Jacob Atz read section five- public meetings/ open door laws and gave a brief description on the meaning of what would mean for all meetings going forward until the public health emergency is over. Council Member Jim Dazey made a motion for the Council to adopt the executive order section five- public meetings/ open door laws with a second from Council Member Regan Ford. The motion passed 5 ayes- 0 nays. Council Member Regan Ford requested that the third reading for General Ordinance #1220/ Crematory be on the agenda at the April 7, 2020 Common Council meeting.
