COMMON COUNCIL COUNCIL CHAMBERS-CITY HALL APRIL 7, 2020 -7:00 P.M. The Common Council of the City of Kendallville met in regular session Tuesday April 7, 2020 at 7:00 P.M via webinar due to the Public Health Emergency from COVID-19. Roll call was answered by: Mayor SuzAnne Handshoe, Council Member Regan Ford, Council Member Corey Boese, Council Member Jim Dazey, Attorney Doug Atz, Council Member Steven Clouse, Council Member Amy Ballard. MYAC Member Kyle Blackburn was absent. Others present were: Katie Ritchie, Steve Garbacz- KPC News, Jim Pankop, Ron Stanley, Scott Mosley, Rob Wiley, Scott Derby, Jeremy McKinley, James Griffin, Jennifer Schmidt, and Jackie Prater. PLEDGE OF ALLEGIANCE The Pledge of Allegiance was recited by all in attendance. MINUTES/ MEETING Minutes from the March 17, 2020 Common Council meeting were presented for review. Council Member Jim Dazey made a motion to approve with a second from Council Member Amy Ballard. The motion passed 5 ayes – 0 nays. PETITIONS OR COMMENTS No petitions or comments were given. MAYOR Mayor SuzAnne Handshoe proclaimed April 24, 2020 as Arbor Day in the City of Kendallville, Indiana. Mayor SuzAnne Handshoe gave a brief description on what the City is doing regarding the quarantine paid time off. Attorney Doug Atz informed the Council that he has sat in on multiple webinars concerning the new laws that are coming with quarantine/COVID-19. Attorney Doug Atz mentioned that he proposed that the City give the same information to all employees through the Payroll Clerk, Elissa Hambrick, for any questions. Mayor SuzAnne Handshoe did mention that all City employees are working and essential and that Street Superintendent, Ryan Alwine, has ordered his employees ride in their own trucks. Mayor SuzAnne Handshoe mentioned due to many calls with questions from the public regarding the Park Department they have used caution tape and blocked off all the playgrounds and the nets have been removed from the tennis courts. Mayor Handshoe said that WAWK has been contacted, an email has been sent to the News- Sun, the sign at the Sports Complex and the City’s Facebook page has been updated regarding this change. There are also signs at the basketball and baseball/softball fields stating they are closed. People are encouraged to use social distancing and walk the trails and around the park for exercise. CLERK TREASURER Baker Tilly/ Annual TIF Management Report The 2019 TIF Management Report that was prepared by Baker Tilly was presented for review. FIRE The February 2020 Report was presented for review. OLD BUSINESS General Ordinance #1220/ Zoning Code Crematory- 3rd Reading Council Member Jim Dazey requested the third reading of General Ordinance #1220/ Zoning Code Crematory in title only. Attorney Doug Atz read General Ordinance #1220 in title only. Council Member Jim Dazey made a motion to approve with no second from the Council. General Ordinance #1220 dies for a lack of 2nd. ALLOWENCE OF BILLS AND CLAIMS Council Member Jim Dazey presented bills and claim numbers 65359 through 65489 for $806,912.65 for approval. Council Member Jim Dazey made a motion to approve the bills and claims with a second by Council Member Regan Ford. The motion passed 5 ayes-0 nays. Council Member Steven Clouse had a question about street side brush pick- up and also a City wide clean up. Mayor SuzAnne Handshoe mentioned that the street side pick-up for sticks and brush has resumed and is the last full week of every month. Mayor Handshoe also stated that she called Noble County Disposal about a possible 2020 curb side clean up in the month of June. Mayor SuzAnne Handshoe proposed that a City wide clean up go on the first May Council agenda to have a better financial outlook for the possibility of having one in June if the public health emergency has expired.
