COMMON COUNCIL COUNCIL CHAMBERS-CITY HALL APRIL 21, 2020 -7:00 P.M. The Common Council of the City of Kendallville met in video session via https://attendee.gotowebinar.com/register/8109103170270849038 Tuesday April 21, 2020 at 7:00 P.M. Roll call was answered by: Mayor SuzAnne Handshoe, Council Member Regan Ford, Council Member Corey Boese, Council Member Jim Dazey, Attorney Doug Atz, Council Member Steven Clouse, Council Member Amy Ballard. MYAC Member Kyle Blackburn was absent. Others present were: Jim Pankop, Building Department, Ron Stanley, Jeremy McKinley, Rob Wiley, Lance Harman, Lance Waters, Katie Ritchie, Kaitlynn Hrlic, and Jennifer Schmidt. PLEDGE OF ALLEGIANCE The Pledge of Allegiance was recited by all in attendance. MINUTES/ MEETING Minutes from the April 7, 2020 Common Council meeting were presented for review. Council Member Jim Dazey made a motion to approve with a second from Council Member Regan Ford. The motion passed 5 ayes – 0 nays. PETITIONS OR COMMENTS Ron Stanley of 1103 Terrain Avenue asked the Council what they are looking for to be able to move forward and revisit General Ordinance #1221/ Zoning of Crematory. Mr. Stanley stated that he is a Kendallville resident and wants to bring business to his own town and doesn’t want to have to take his business elsewhere. Council Member Regan Ford assured Mr. Stanley that Kendallville surely does want his business but they would like a better understanding of crematories and plan to go to the Plan Commission about constructing a different ordinance. MAYOR RDC Annual Report The 2019 annual RDC report was presented for review. RDC President Lance Harman stated that the commission is moving forward in efforts to combine the Downtown and Eastside TIFF’s and he could email an outlay of the planned schedule of this event. Lance Harman also stated that he is very excited to see the Revitalization of Main Street Project start soon. CLERK TREASURER Waiving Utility Penalties Clerk Treasurer Katie Ritchie approached the Council and said that many Kendallville citizens have called in and was asking for the waiving of utility penalties due to the public health emergency from COVID-19. Council Member Jim Dazey made a motion to waive all utility penalties until June 30, 2020 with a second from Council Member Regan Ford. The motion passed 4 ayes – 0 nays. Council Member Steven Clouse was not able to vote due to device connection. Resolution #1059/ Transfers of Appropriations Council Member Jim Dazey requested the reading of Resolution #1059 in its entirety. Attorney Doug Atz read Resolution #1059 in its entirety. Council Member Jim Dazey made a motion to approve with a second from Council Member Regan Ford. The motion passed 4 ayes- 0 nays. Council Member Steven Clouse was not able to vote due to device connection. FIRE The March Fire Report was presented for review. PARK The April 13, 2020 minutes were presented for review. POLICE The March Police Report was presented for review. OLD BUSINESS General Ordinance #1222/ Imposition of Fines and Penalties- 1st Reading Council Member Jim Dazey requested the reading of General Ordinance #1222 in title only. Attorney Doug Atz read General Ordinance #1222 in title only. Council Member Jim Dazey made a motion to approve with a second from Council Member Regan Ford. The motion passed 4 ayes-0 nays. Council Member Steven Clouse was not able to vote due to device connection. ALLOWENCE OF BILLS AND CLAIMS Council Member Jim Dazey presented bills and claim numbers 65490 through 65597 for $574,102.42 for approval. Council Member Jim Dazey made a motion to approve the bills and claims with a second by Council Member Corey Boese. The motion passed 4 ayes-0 nays. Council Member Steven Clouse was not able to vote due to device connection. MOTION TO ADJOURN Council Member Jim Dazey made a motion to adjourn the meeting. Mayor SuzAnne Handshoe adjourned the meeting at 7:36 P.M ________________________________________________ Kathren R.
