The Common Council of the City of Kendallville met in regular session Wednesday May 6, 2020 at 7:00 P.M.
Roll call was answered by: Mayor SuzAnne Handshoe, Council Member Regan Ford, Attorney Doug Atz, Council
Member Steven Clouse, Council Member Amy Ballard. MYAC Member Kyle Blackburn was absent. Council Member
Corey Boese was able to join after roll call was taken.
Others present were: Amy Arnold, Blair Arnold, Matt Brinkman, Joseph Christofanelli, Scott Derby, Nicholas Graham,
David Madsen, Jeremy McKinley, Lu Murphy, Katie Ritchie, Sergio Rivera, Tricia Ruffolo, Ron Stanley, Aaron Wade,
and Lance Waters.
PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was recited by all in attendance.
MINUTES/ MEETING
Minutes from the April 21, 2020 Common Council meeting were presented for review. Council Member Jim Dazey made
a motion to approve with a second from Council Member Steven Clouse. The motion passed 5 ayes – 0 nays.
PETITIONS OR COMMENTS
No petitions or comments were given.
MAYOR
Promotion of Detective Handshoe
Mayor SuzAnne Handshoe announced after discussion with Chief of Police Lance Waters that the promotion of Detective
Angela Handshoe would be tabled until the Council would be able to meet in person so her family members could attend.
City wide clean up days June 6th and June 13th
Mayor SuzAnne Handshoe announced that Noble County Disposal could perform city wide curb clean up days on June 6th
and June 13th. Council Member Jim Dazey made a motion to approve with a second from Council Member Amy Ballard.
The motion passed 5 ayes- 0 nays.
Resolution #1060/ Tax Abatement- Kraft Heinz Food Company
Council Member Jim Dazey requested the reading of Resolution #1060 in its entirety. Attorney Doug Atz read Resolution
#1060 in its entirety. Council Member Jim Dazey made a motion to approve with a second from Council Member Regan
Ford. There was discussion between Council Members about extending the seven year abatement to a ten years. Council
Member Jim Dazey withdrew his previous motion as did Council Member Regan Ford. Council Member Jim Dazey made
a motion to approve Resolution #1060 as a ten year abatement with a second from Council Member Regan Ford. A roll
call vote was done:
Council Member Regan Ford: yes Council Member Corey Boese: yes
Council Member Jim Dazey: yes Council Member Steven Clouse: yes
Council Member Amy Ballard: yes
The motion passed unanimously 5 ayes- 0 nays.
Permission for Officer Service weapon
Mayor SuzAnne Handshoe asked permission for former Chief of Police Rob Wiley to be able to keep his service weapon
as he retired on May 1, 2020. Rob Wiley will be recognized at the next in person Council meeting. Council Member
Steven Clouse made a motion to approve with a second from Council Member Regan Ford. The motion passed 5 ayes- 0
nays.
ENGINEERING
Appointment for Drake Rd Section 2/ Consultant Selection Committee Assignment
Council Member Jim Dazey made a motion that Council Member Regan Ford be appointed to the Drake Road Section 2
assignment with a second from Council Member Amy Ballard. The motion passed 5 ayes – 0 nays.
OLD BUSINESS
General Ordinance #1222/ Municipal Code (fines and penalties) 2nd Reading
Council Member Jim Dazey requested the 2nd reading of General Ordinance #1222 in its entirety. Attorney Doug Atz
read General Ordinance #1222 in its entirety. Council Member Jim Dazey made a motion to approve with a second from
Council Member Regan Ford. The motion passed 5 ayes – 0 nays.
ALLOWENCE OF BILLS AND CLAIMS
Council Member Jim Dazey presented bills and claim numbers 65598 through 65695 for $838,876.33 for approval.
Council Member Jim Dazey made a motion to approve the bills and claims with a second by Council Member Steven
Clouse. The motion passed 5 ayes-0 nays.
MOTION TO ADJOURN
Council Member Jim Dazey made a motion to adjourn the meeting. Mayor SuzAnne Handshoe adjourned the meeting at
7:33 P.M.
