MAY 19, 2020 -7:00 P.M.
The Common Council of the City of Kendallville met in regular session Tuesday May 19, 2020 at 7:00 P.M.
Roll call was answered by: Mayor SuzAnne Handshoe, Council Member Regan Ford, Council Member Corey Boese,
Council Member Jim Dazey, Attorney Doug Atz, Council Member Steven Clouse, Council Member Amy Ballard. MYAC
Member Kyle Blackburn was absent.
Others present were: Scott Derby, Andy Barrand- KPC News, Scott Mosley, Jim Pankop, Jeremy McKinley, Tony &
Tanya Evard, Rob Wiley, Lance & April Waters, Randy Handshoe, Dana Nagel, Barb & Tracy Spriggs, Angie Handshoe,
Doug Davis, Rob Kline, John Dixon, and Ben Jones.
PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was recited by all in attendance.
MINUTES/ MEETING
Minutes from the May 6, 2020 Common Council meeting were presented for review. Council Member Steven Clouse
made a motion to approve with a second from Council Member Jim Dazey. The motion passed 5 ayes – 0 nays.
PETITIONS OR COMMENTS
No petitions or comments were given.
MAYOR
Mayor SuzAnne Handshoe gave the recognition of Chief Wiley’s retirement from the City of Kendallville. He was
awarded a plaque and bouquet for his spouse. Chief Wiley was also presented with his service weapon.
The promotion of Angela Handshoe took place. She was promoted from Detective to Sergeant Detective.
Resolution #1062/ RDC/ Plan Com/ TIF
Council Member Jim Dazey requested the reading of Resolution #1062 in its entirety. Attorney Doug Atz read Resolution
#1062 in its entirety. Council Member Jim Dazey made a motion to approve with a second from Council Member Regan
Ford. RDC President Lance Harman came forward and gave a brief description of the benefits of combining TIFF’s. The
motion passed 5 ayes – 0 nays.
Resolution #1063/ Noble County Multi-hazard Mitigation Plan
Council Member Jim Dazey requested the reading of Resolution #1063 in its entirety. Attorney Doug Atz read Resolution
#1063 in its entirety. Council Member Jim Dazey made a motion to approve with a second from Council Member Corey
Boese. The motion passed 5 ayes – 0 nays.

Resolution #1061/ Transfer of Appropriations- Streetscape/ KLDC
Council Member Jim Dazey requested the reading of Resolution #1061 in its entirety. Attorney Doug Atz read Resolution
#1061 in its entirety. Council Member Jim Dazey made a motion to approve with a second from Council Member Regan
Ford. The motion passed 5 ayes – 0 nays.
FIRE
The April Fire Report was presented for review.
PARK
The May 11, 2020 minutes were presented for review.
POLICE
The April Police Report was presented for review.
OLD BUSINESS
General Ordinance #1222/ Municipal Code (fines and penalties) 3rd Reading
Council Member Jim Dazey requested the 3rd reading of General Ordinance #1222 in title only. Attorney Doug Atz read
General Ordinance #1222 in title only. Council Member Jim Dazey made a motion to approve with a second from Council
Member Steven Clouse. The motion passed 5 ayes – 0 nays.
ALLOWANCE OF BILLS AND CLAIMS
Council Member Jim Dazey presented bills and claim numbers 65696 through 65814 for $$563.844.41 for approval.
Council Member Jim Dazey made a motion to approve the bills and claims with a second by Council Member Amy
Ballard. The motion passed 5ayes-0 nays.
MOTION TO ADJOURN
Council Member Regan Ford made a motion to adjourn the meeting. Mayor SuzAnne Handshoe adjourned the meeting at
7:27 P.M.
