COMMON COUNCIL COUNCIL CHAMBERS-CITY HALL JUNE 16, 2020 -7:00 P.M. The Common Council of the City of Kendallville met in regular session Tuesday June 16, 2020 at 7:00 P.M. Roll call was answered by: Mayor SuzAnne Handshoe, Council Member Regan Ford, Council Member Corey Boese, Council Member Jim Dazey, Attorney Doug Atz, Council Member Steven Clouse, Council Member Amy Ballard. MYAC Member Kyle Blackburn was absent. Others present were: Andy Barrand- KPC, Todd & Sheryl Hanes, Terry & Jan Longsworth, Lance Harman, Lance Waters, Ron Stanley, Katie Ritchie, Scott Derby, Emily Schneider, and Jane Roush. PLEDGE OF ALLEGIANCE The Pledge of Allegiance was recited by all in attendance. MINUTES/ MEETING Minutes from the June 2, 2020 Common Council meeting were presented for review. Council Member Jim Dazey made a motion to approve with a second from Council Member Amy Ballard. The motion passed 5 ayes – 0 nays. PETITIONS OR COMMENTS No petitions or comments were given. MAYOR Resolution #1064/ Consolidation and Expansion of TIF Council Member Jim Dazey requested the reading of Resolution #1064 in its entirety. Attorney Doug Atz read Resolution #1064 in its entirety. Council Member Jim Dazey made a motion to approve with a second from Council Member Regan Ford. The motion passed 5 ayes – 0 nays. Executive Director Emily Schneider and President Jane Roush of the Noble County Convention and Visitors Bureau gave a presentation on the functionality and status of their business. The aviation minutes for March were presented for review. ENGINEERING Crematory Discussion Council Member Regan Ford approached the Council about having a discussion on what each Member would like to see on a future ordinance regarding crematories as there is a Kendallville citizen wanting to bring one to the City: Council Member Regan Ford would like to see definitions changed regarding human or animal crematories, having distance limitations away from residential housing, schools, hospitals, and child care facilities. Council Member Ford also stated that having a public hearing for a special exception wouldn’t be out of the question either. Council Member Corey Boese is concerned about the location of where a crematory would be and mentioned he would like to see the crematory go in an industrial zoning. Council Member Jim Dazey is wanting to help local business’ keep their business in the City of Kendallville and is positive everyone can come together to see that happen. Council Member Steven Clouse is concerned about the location and zoning matrix of the crematory. Council Member Amy Ballard is concerned about location but is in favor of a special exception basis. Council Member Regan Ford will take notes of all the Council’s views and concerns back to the Plan Commission for consideration. FIRE The May Fire Report was presented for review. POLICE The May Police Report was presented for review. OLD BUSINESS General Ordinance #1223/ Solid Waste- 2nd Reading Council Member Jim Dazey made a motion to suspend the rules and have General Ordinance #1223 read in title only because of the length of the ordinance with a second from Council Member Steven Clouse. The motion passed 5 ayes – 0 nays. Council Member Jim Dazey requested the second reading of General Ordinance #1233 in title only. Attorney Doug Atz read General Ordinance #1223 in title only. Council Member Jim Dazey made a motion to approve with a second from Council Member Regan Ford. The motion passed 5 ayes – 0 nays. ALLOWANCE OF BILLS AND CLAIMS Council Member Amy Ballard presented bills and claim numbers 65907 through 66016 for $636,798.54 for approval. Council Member Jim Dazey made a motion to approve the bills and claims with a second by Council Member Steven Clouse. The motion passed 5 ayes-0 nays. Mayor SuzAnne Handshoe announced the ribbon cutting ceremony for the MYAC project “The Alley” will be Friday June 19, 2020 at 3:00 P.M. and that this morning the Board of Works approved the five year trash hauler contract with Noble County Disposal, Inc. that will begin January 1, 2021.
