COMMON COUNCIL COUNCIL CHAMBERS-CITY HALL OCTOBER 20, 2020 -7:00 P.M. The Common Council of the City of Kendallville met in regular session Tuesday October 20, 2020 at 7:00 P.M. Roll call was answered by: Council Member Regan Ford, Council Member Corey Boese, Council Member Jim Dazey, Attorney Doug Atz, Council Member Steven Clouse, Council Member Amy Ballard. Mayor SuzAnne Handshoe and MY AC Member Kyle Blackbum were absent. Others present were: Andy Barrand- KPC News, Lance Waters, Katie Ritchie, Jeremy McKinley, Ron Stanley, Ryan Alwine, and Terry Longsworth. PLEDGE OF ALLEGIANCE The Pledge of Allegiance was recited by all in attendance. MINUTES/ MEETING Minutes from the October 6, 2020 Common Council meeting were presented for review. Council Member Steven Clouse made a motion to approve with a second from Council Member Amy Ballard. The motion passed 4 ayes - 0 nays. PETITIONS OR COMMENTS No petitions or comments were given. MAYOR The September Aviation minutes were presented for review. The Humane Society report was presented for review. CLERK TREASURER Resolution # 1069- Appropriation Reduction/ Rural Fire Council Member Steven Clouse requested the reading of Resolution #1069 in title only. Attorney Doug Atz read Resolution #1069 in title only. Council Member Steven Clouse made a motion to approve with a second from Council Member Regan Ford. The motion passed 4 ayes - 0 nays. FIRE The September Fire Report was presented for review. POLICE The September Police Report was presented for review. OLD BUSINESS General Ordinance # 1220/ Crematory- 2nd Reading Council Member Steven Clouse requested the 2nd reading of General Ordinance #1220 in its entirety. Attorney Doug Atz read General Ordinance #1220 in its entirety. Council Member Steven Clouse made a motion to approve with a second from Council Member Amy Ballard. The motion passed 4 ayes - 0 nays. General Ordinance #1225/ Annexation- 3rd Reading Council Member Steven Clouse requested the 3rd reading of General Ordinance #1225 in title only. Attorney Doug Atz read General Ordinance #1225 in title only. Council Member Steven Clouse made a motion to approve with a second from Council Member Corey Boese. The motion passed 4 ayes - 0 nays. General Ordinance #1226/ Amend City Department Off- Road Vehicles- 2nd Reading Council Member Steven Clouse requested the 2nd reading of General Ordinance #1226 in its entirety. Attorney Doug Atz read General Ordinance #1226 in its entirety. Council Member Steven Clouse made a motion to approve with a second from Council Member Regan Ford. The motion passed 4 ayes - 0 nays. General Ordinance #1227/ Amend Police Fees- 2nd Reading Council Member Steven Clouse requested the 2nd reading of General Ordinance #1227 in its entirety. Attorney Doug Atz read General Ordinance #1227 in its entirety. Council Member Steven Clouse made a motion to approve with a second from Council Member Amy Ballard. The motion passed 4 ayes - 0 nays. General Ordinance #1228/ Unsafe Buildings and Structures- 2nd Reading Council Member Steven Clouse requested the 2nd reading of General Ordinance #1228 in its entirety. Attorney Doug Atz read General Ordinance #1228 in its entirety. Council Member Steven Clouse made a motion to approve with a second from Council Member Regan Ford. The motion passed 4 ayes - 0 nays. Special Ordinance #1570/ Employee Salaries for 2021- 2nd Reading Council Member Steven Clouse requested the 2nd reading of Special Ordinance #1570 in its entirety. Attorney Doug Atz read Special Ordinance# 1570 in its entirety. Council Member Steven Clouse made a motion to approve with a second from Council Member Amy Ballard. The motion passed 4 ayes - 0 nays. Council Member Steven Clouse made a motion to have the 3rd reading of Special Ordinance # 1570 since the ordinance needs to be passed by November I, 2020, with a second from Council Member Regan Ford. Council Member Steven Clouse made a motion to approve with a second from Regan Ford. The motion passed 4 ayes - 0 nays. NEW BUSINESS General Ordinance # 1229/ Solid Waste Charges- 1st Reading Council Member Steven Clouse requested the pt reading of General Ordinance #1229 in title only. Attorney Doug Atz read General Ordinance #1229 in title only. Council Member Steven Clouse made a motion to approve with a second from Council Member Regan Ford. The motion passed 4 ayes - 0 nays. ALLOWENCE OF BILLS AND CLAIMS Council Member Amy Ballard presented bills and claim numbers 66818 through 66925 for $627,606.72 for approval. Council Member Amy Ballard made a motion to approve the bills and claims with a second by Council Member Steven Clouse. The motion passed 4 ayes-0 nays. MOTION TO ADJOURN Council Member Regan Ford made a motion to adjourn the meeting.
