COMMON COUNCIL COUNCIL CHAMBERS-CITY HALL NOVEMBER 4, 2020 -7:00 P.M. A public hearing was held for the charges of fees for collection of solid waste. There were no comments or petitions given. The Common Council of the City of Kendallville met in regular session Wednesday November 4, 2020 at 7:01 P.M. Roll call was answered by: Mayor SuzAnne Handshoe, Council Member Regan Ford, Council Member Corey Boese, Council Member Jim Dazey, Attorney Doug Atz, Council Member Steven Clouse, Council Member Amy Ballard, and MYAC Member Darby Johnson. Others present were: Andy Barrand- KPC News, Todd & Sheryl Hanes, Jim Pankop, Ron Stanley, Scott Derby, Kristen Johnson, Ryan Alwine, Lance Waters, Katie Ritchie, Jeremy McKinley, Ruby Zollman- MYAC, Jacob Diehm- MYAC, Violet Landrum- MYAC, Luke Walter- MYAC, Manal Ali- MYAC, T.J. Jnoz- MYAC, Andrew Malone- MYAC, Kingston Linthicum- MYAC, Kaitlyn Moore- MYAC, Austin Carpenter- MYAC, Caleb Ramer- MYAC, Emily Burris- MYAC, Ryan Norden- MYAC, and Jack Meyer- MYAC. PLEDGE OF ALLEGIANCE The Pledge of Allegiance was recited by all in attendance. MINUTES/ MEETING Minutes from the October 20, 2020 Common Council meeting were presented for review. Council Member Jim Dazey made a motion to approve with a second from Council Member Steven Clouse. The motion passed 5 ayes – 0 nays. PETITIONS OR COMMENTS Clerk Treasurer- Katie Ritchie approached the Council and updated them on the Coronavirus Relief Fund request of Public Safety payroll expenses. The request was in the amount of $244,196.22 and was approved with the IFA on Monday November 2, 2020. After this request there is a balance of $70,356.57 left that is able to be reimbursed. PARK The October 12, 2020 minutes were presented for review. OLD BUSINESS General Ordinance #1220/ Crematory- 3rd Reading Council Member Jim Dazey requested the reading of General Ordinance #1220 in title only. Attorney Doug Atz read G.O. #1220 in title only. Council Member Jim Dazey made a motion to approve with a second from Council Member Regan Ford. The motion passed 5 ayes – 0 nays. General Ordinance # 1226/ Amend City Department Off-Road Vehicles- 3rd Reading Council Member Jim Dazey requested the reading of General Ordinance #1226 in title only. Attorney Doug Atz read G.O. #1226 in title only. Council Member Jim Dazey made a motion to approve with a second from Council Member Steven Clouse. Council Member Steven Clouse explained to the MYAC members on how the readings of ordinances is done. The motion passed 5 ayes – 0 nays. General Ordinance #1227/ Amend Police Fees- 3rd Reading Council Member Jim Dazey requested the reading of General Ordinance #1227 in title only. Attorney Doug Atz read G.O. #1227 in title only. Council Member Jim Dazey made a motion to approve with a second from Council Member Amy Ballard. The motion passed 5 ayes – 0 nays. General Ordinance #1228/ Unsafe Buildings and Structures- 3rd Reading Council Member Jim Dazey requested the reading of General Ordinance #1228 in title only. Attorney Doug Atz read G.O. #1228 in title only. Council Member Jim Dazey made a motion to approve with a second from Council Member Corey Boese. The motion passed 5 ayes – 0 nays. General Ordinance #1229/ Solid Waste Charges- 2nd Reading Council Member Jim Dazey requested the reading of General Ordinance #1229 in its entirety. Attorney Doug Atz read G.O. #1229 in its entirety. Council Member Jim Dazey made a motion to approve with a second from Council Member Steven Clouse. Attorney Doug Atz mentioned the only difference in this ordinance from the first reading was the set charge that was updated from Board of Works approval the last meeting. The motion passed 5 ayes – 0 nays. NEW BUSINESS Resolution #1070/ Reimbursement from Cares Act Funding Council Member Jim Dazey requested the reading of Resolution #1070 in its entirety. Attorney Doug Atz read Resolution #1070 in its entirety. Council Member Jim Dazey made a motion to approve with a second from Council Member Amy Ballard. The motion passed 5 ayes – 0 nays. Special Ordinance #1571- Elected Officers Salaries 2021 – 1st Reading Council Member Jim Dazey requested the reading of Special Ordinance #1571 in title only. Attorney Doug Atz read S.O. #1571 in title only. Council Member Jim Dazey made a motion to approve with a second from Council Member Corey Boese. The motion passed 5 ayes – 0 nays. ALLOWENCE OF BILLS AND CLAIMS Council Member Jim Dazey presented bills and claim numbers 66926 through 67019 for $479,979.55 for approval. Council Member Jim Dazey made a motion to approve the bills and claims with a second by Council Member Steven Clouse. The motion passed 5 ayes-0 nays. MOTION TO ADJOURN Council Member Jim Dazey made a motion to adjourn the meeting. Mayor SuzAnne Handshoe adjourned the meeting at 7:24 P.M. ________________________________________________ Kathren R.
