NOVEMBER 17, 2020 -7:00 P.M.
The public hearing took place to re-establish the Economic Improvement District. No comments were heard at
that time. However, due to technically difficulties during the public hearing, Susan Jansen from 230 S. Main
Street, commented at the end of the Council meeting that the EID was able to get 40 aye ballots out of 60
properties that make up the Economic Improvement District. EID President, Joe Sells, asked the Council if an
ordinance to re-establish can be put on the next agenda.
At 7:02 P.M. roll call was answered by: Mayor SuzAnne Handshoe, Council Member Regan Ford, Council
Member Corey Boese, Attorney Doug Atz, Council Member Steven Clouse, Council Member Amy Ballard, and
MYAC Member Darby Johnson. Council Member Jim Dazey was absent.
Others present were: Steve Garbacz- KPC News, Lance Waters, Katie Ritchie, Jeremy McKinley, John Cazier,
Scott Derby, Joe Sells, Susan Jansen, Jerry Stienbarger, Alan Roush, Eric Rimmel, and Matt Brinkman.

MINUTES/ MEETING
Minutes from the November 4, 2020 Common Council meeting were presented for review. Council Member
Steven Clouse made a motion to approve with a second from Council Member Corey Boese. The motion passed 4
ayes – 0 nays.

Resolution #1071/ Tax Abatement- Flint & Walling
Council Member Steven Clouse requested the reading of Resolution #1071 in its entirety. Attorney Doug Atz read

Council Member Regan Ford. The motion passed 4 ayes- 0 nays.

OLD BUSINESS
General Ordinance #1229/ Solid Waste Charges- 3rd Reading
Council Member Steven Clouse requested the third and final reading of General Ordinance #1229 in title only.
Attorney Doug Atz read General Ordinance #1229 in title only. Council Member Steven Clouse made a motion to
approve with a second from Council Member Corey Boese. The motion passed 4 ayes – 0 nays.
Special Ordinance #1571/ Elected Officers Salaries in 2021- 2nd Reading
Council Member Steven Clouse requested the second reading of Special Ordinance #1571 in its entirety. Attorney
Doug Atz read Special Ordinance #1571 in its entirety. Council Member Steven Clouse made a motion to approve
with a second from Council Member Regan Ford. The motion passed 4 ayes – 0 nays.
ALLOWENCE OF BILLS AND CLAIMS
Council Member Corey Boese presented bills and claim numbers 67020 through 67142 for $956,820.01 for
approval. Council Member Corey Boese made a motion to approve the bills and claims with a second by Council
Member Steven Clouse. The motion passed 4 ayes-0 nays.
MOTION TO ADJOURN
Council Member Steven Clouse made a motion to adjourn the meeting. Mayor SuzAnne Handshoe adjourned the
meeting at 7:25 P.M.
