The Common Council of the City of Kendallville met in regular session Tuesday December 15, 2020 at 7:00 P.M.
Roll call was answered by: Mayor SuzAnne Handshoe, Council Member Regan Ford, Council Member Corey
Boese, Council Member Jim Dazey, Attorney Doug Atz, Council Member Steven Clouse, Council Member Amy
Ballard, and MYAC Member Darby Johnson.
Others present were: Katie Ritchie, Debbie Christian, Scott Derby, Christopher Jansen, Jeremy McKinley, Lance
Waters, and Ron Witham.
PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was recited by all in attendance.
MINUTES/ MEETING
Minutes from the December 1, 2020 Common Council meeting were presented for review. Council Member Jim
Dazey made a motion to approve with a second from Council Member Corey Boese. The motion passed 5 ayes –
0 nays.
PETITIONS OR COMMENTS
Clerk Treasurer, Katie Ritchie, informed the Council that the last Cares Act reimbursement request #7 had been
submitted to IFA in the amount of $53,794.23. Fire Chief, Jeremy McKinley, previously submitted pay requests
4,5, & 6 that totaled $16,805.91. The IFA asked if the City wanted them to amend pay request #7 for the rest of
the allocation amount of $70,600.14 that would void pay requests 4-6 since they would not be processed until
after the first of the year and are not guaranteed for approval depending on qualified spending. Council Member
Jim Dazey made a motion to approve amending the pay request to the full allocated amount of $70,600.14 with a
second from Council Member Steven Clouse. The motion passed 5 ayes – 0 nays.
CLERK TREASURER
Resolution #1073/ End of the Year Transfers
Council Member Jim Dazey requested the reading of Resolution #1073 in its entirety. Attorney Doug Atz read
Resolution #1073 in its entirety. Council Member Jim Dazey made a motion to approve with a second from
Council Member Amy Ballard. The motion passed 5 ayes – 0 nays.
FIRE
The November Fire Report was presented for review.
POLICE
The November Police Report was presented for review.
OLD BUSINESS
General Ordinance #1230/ Reestablishment of the EID- 2nd Reading
Clerk Treasurer, Katie Ritchie, confirmed with the Council that she has checked the EID ballots that were
provided to her were signed by at least 60% of the owners of real property, that atleast 60% of the assessed
valuation is in the proposed district, and that proof of publication has been provided.
Council Member Jim Dazey requested the reading of General Ordinance #1230 in its entirety. Attorney Doug Atz
read General Ordinance #1230 in its entirety. Council Member Jim Dazey made a motion to approve that the
legislative body finds and determines that the petition submitted to establish the EID was in fact signed by atleast
60% of the owners of real property within the proposed district and the owners of the real property constituting at
least 60% of the assessed valuation in the proposed district with a second from Council Member Regan Ford. The
motion passed 5 ayes – 0 nays.
Council Member Jim Dazey made a motion to suspend the rules and allow the 3rd and final reading of General
Ordinance #1230 to be done in the same night with a second from Council Member Amy Ballard. The motion
passed 5 ayes – 0 nays.

NEW BUSINESS

Council Member Jim Dazey requested the reading of General Ordinance #1231 in title only. Attorney Doug Atz
read General Ordinance #1231 in title only. Council Member Jim Dazey made a motion to approve with a second
from Council Member Amy Ballard. Council Member Regan Ford informed the Council that the second reading
would have the address provided on the ordinance and Council Member Steven Clouse mentioned that he would
like to see the petition for this ordinance. The motion passed 5 ayes – 0 nays.
ALLOWENCE OF BILLS AND CLAIMS
Council Member Jim Dazey presented bills and claim numbers 67228 through 67352 for $1,087,791.52 for
approval. Council Member Jim Dazey made a motion to approve the bills and claims with a second by Council
Member Amy Ballard. The motion passed 5 ayes-0 nays.
MOTION TO ADJOURN
Council Member Jim Dazey made a motion to adjourn the meeting. Mayor SuzAnne Handshoe adjourned the
meeting at 7:42 P.M.
