The Common Council of the City of Kendallville met in regular session Tuesday January 19, 2021 at 7:00 P.M. Roll call was answered by: Mayor SuzAnne Handshoe, Council Member Regan Ford, Council Member Corey Boese, Council Member Jim Dazey, Attorney Doug Atz, Council Member Steven Clouse, and Council Member Amy Ballard. MYAC Member Darby Johnson was absent. Others present were: Katie Ritchie, Lance Waters, Matt Brinkman, Scott Derby, Todd Hanes, Kristen Johnson, Jeremy McKinley, Jim Pankop, and Greg Salway. PLEDGE OF ALLEGIANCE The Pledge of Allegiance was recited by all in attendance. MINUTES/ MEETING Minutes from the January 5, 2021 Common Council meeting were presented for review. Council Member Jim Dazey made a motion to approve with a second from Council Member Amy Ballard. The motion passed 5 ayes – 0 nays. PETITIONS OR COMMENTS Council Member Amy Ballard mentioned that she was very happy with the new layout of the City’s website and thanked Rick Kiersey for all his hard work in helping put that together. MAYOR Resolution #1074/ Tax Abatement- Reliable Tool & Machine Co., Inc. Council Member Jim Dazey requested the reading of Resolution #1074 in its entirety. Attorney Doug Atz read Resolution #1074 in its entirety. Council Member Jim Dazey made a motion to approve with a second from Council Member Regan Ford. Council Member Steven Clouse asked what the time line was for new hires and Mayor SuzAnne Handshoe mentioned that she believed it was immediately. The motion passed 5 ayes – 0 nays. The 2020 EDAC report was presented for review. Chamber Director Kristen Johnson gave brief highlights of things accomplished through-out the year. The 2021 EDAC contract was presented for review with no changes from prior years. Council Member Jim Dazey made a motion to approve with a second from Council Member Steven Clouse. The motion passed 5 ayes – 0 nays. The December Aviation minutes were presented for review. Council Member Regan Ford thanked Bob Campbell for his many years on the BOAC as he is resigning. Mayor SuzAnne Handshoe announced Mayoral appointments: Rob Beechy- Board of Aviation Keith Ballard & Logan Conley- RDC Linda Rasnake- Kendallville Housing Authority Jerry Stienbarger- Economic Development Commission Rosie Miller- Plan Commission Council Member Jim Dazey announced that he would be willing to accept the role as Council President if voted and approved by the Council. Council Member Regan Ford made a motion to approve with a second from Council Member Amy Ballard. The motion passed 4 ayes – 0 nays. CLERK TREASURER Clerk-Treasurer Katie Ritchie approached the Council and announced that the FFCRA (required employers to pay their employees COVID pay up to 80 hours for full time or two week equivalent for part time) expired on December 31, 2020. Ritchie told the Council that the City still has employees out with COVID and even though technically they don’t have to receive COVID pay would the Council be interested in creating a policy or resolution extending COVID pay for those who have not previously ever used or received COVID pay from the FFCRA. Council Member Jim Dazey said that he would like to see COVID pay be extended for those employees who have not used it previously. Council Member Steven Clouse said that he would like to see the same but in a resolution. A resolution will be presented for approval at the next Council meeting. FIRE The December 2020 report was presented for review. The 2020 Year End Report was presented for review. PARK The January 11, 2021 minutes were presented for review. OLD BUSINESS General Ordinance #1231/ Zoning- 3rd Reading Council Member Jim Dazey requested the reading of General Ordinance #1231/ Zoning in title only. Attorney Doug Atz read General Ordinance #1231 in title only. Council Member Jim Dazey made a motion to approve with a second from Council Member Amy Ballard. The motion passed 5 ayes – 0 nays. NEW BUSINESS General Ordinance #1232/ Parking Winesap Way- 1st Reading Council Member Jim Dazey requested the reading of General Ordinance #1232 in title only. Mayor SuzAnne Handshoe read General Ordinance #1232 in title only. Council Member Jim Dazey made a motion to approve with a second from Council Member Steven Clouse. The motion passed 5 ayes – 0 nays. ALLOWENCE OF BILLS AND CLAIMS Council Member Jim Dazey presented bills and claim numbers 67452 through 67583 for $2,223,979.56 for approval. Council Member Jim Dazey made a motion to approve the bills and claims with a second by Council Member Amy Ballard. Mayor SuzAnne Handshoe announced that the Community Crossings Project payment (over a million dollars) was included in the claim run. The motion passed 5 ayes-0 nays.
