COMMON COUNCIL COUNCIL CHAMBERS-CITY HALL https://attendee.gotowebinar.com/register/8343074852965106446 FEBRUARY 2, 2021 -7:00 P.M. The Common Council of the City of Kendallville met in regular session Tuesday February 2, 2021 at 7:00 P.M. Roll call was answered by: Mayor SuzAnne Handshoe, Council Member Regan Ford, Council Member Corey Boese, Council Member Jim Dazey, Attorney Doug Atz, Council Member Steven Clouse, and MYAC Member Darby Johnson. Council Member Amy Ballard was absent. Others present were: Katie Ritchie, Jeremy McKinley, Lance Waters, Rick Kiersey, Scott Derby, Todd Hanes, Jim Pankop, and Dave Lange. PLEDGE OF ALLEGIANCE The Pledge of Allegiance was recited by all in attendance. MINUTES/ MEETING Minutes from the January 19, 2021 Common Council meeting were presented for review. Council Member Jim Dazey made a motion to approve with a second from Council Member Steven Clouse. The motion passed 4 ayes – 0 nays. PETITIONS OR COMMENTS Council Member Steven Clouse thanked and complemented the Street Department for all their hard work on getting the roads plowed and cleared last Sunday. Mayor SuzAnne Handshoe asked the Council Members if they had any feedback from the community on the recent solar project meeting and Council Member Regan Ford mentioned he only heard good things and a couple concerns on the financial aspect of the project. Mayor Handshoe asked the Council when would be an appropriate time to put it on the Council agenda for discussion/ approval and it was agreed upon that it would go on the next (2/16/21) agenda. Council Member Steven Clouse mentioned that all Council meetings are open to the public and it is very important for the doors of City Hall to be open before each meeting. MAYOR The December 2020 Humane Shelter Report was presented for review. CLERK TREASURER Resolution #1075/ Extension of Emergency Sick Pay Council Member Jim Dazey requested the reading of Resolution #1075 in its entirety. Attorney Doug Atz read Resolution #1075 in its entirety. Council Member Jim Dazey made a motion to approve with a second from Council Member Regan Ford. The motion passed 4 ayes – 0 nays. ENGINEERING Resolution #1076/ Comprehensive Plan Council Member Jim Dazey requested the reading of Resolution #1076 in its entirety. Attorney Doug Atz read Resolution #1076 in its entirety. Council Member Jim Dazey made a motion to approve with a second from Council Member Regan Ford. Council Member Regan Ford added that he and Council Member Ballard served on this Board and this is just an update to the plan that was done initially in 2010. The motion passed 4 ayes – 0 nays. PARK The 2020 Annual Report was presented for review. POLICE The December 2020 Police Report was presented for review. OLD BUSINESS General Ordinance #1232/ Parking Winesap Way- 2nd Reading Council Member Jim Dazey requested the reading of General Ordinance #1232 in its entirety. Attorney Doug Atz read General Ordinance #1232 in its entirety. Council Member Jim Dazey made a motion to approve with a second from Council Member Steven Clouse. The motion passed 4 ayes – 0 nays. ALLOWENCE OF BILLS AND CLAIMS Council Member Jim Dazey presented bills and claim numbers 67584 through 67679 for $811,049.15 for approval. Council Member Jim Dazey made a motion to approve the bills and claims with a second by Council Member Steven Clouse. The motion passed 4 ayes-0 nays. MOTION TO ADJOURN Council Member Jim Dazey made a motion to adjourn the meeting. Mayor SuzAnne Handshoe adjourned the meeting at 7:31 P.M. ________________________________________________ Kathren R.
