COMMON COUNCIL COUNCIL CHAMBERS-CITY HALL FEBRUARY 16, 2021 -7:00 P.M. The Common Council of the City of Kendallville met in regular session Tuesday February 16, 2021 at 7:00 P.M. Roll call was answered by: Mayor SuzAnne Handshoe, Council Member Regan Ford, Council Member Corey Boese, Council Member Jim Dazey, Attorney Doug Atz, and Council Member Amy Ballard. MYAC Member Darby Johnson joined after roll call. Others present were: Katie Ritchie, Larry Doyle, Jerry Kessler, Jerry & Diann Stienbarger, Eric Walsh- BakerTilly, Scott Derby, Jeremy McKinley, Justin Beall, Lance Waters, Eric Hesher & Doug Ahlfeld- Renewable Energy Systems, Inc. Jim Pankop and Chris Jansen virtually listened to the meeting. PLEDGE OF ALLEGIANCE The Pledge of Allegiance was recited by all in attendance. MINUTES/ MEETING Minutes from the February 2, 2021 Common Council meeting were presented for review. Council Member Jim Dazey made a motion to approve with a second from Council Member Amy Ballard. The motion passed 4 ayes – 0 nays. PETITIONS OR COMMENTS Council President Jim Dazey announced that Council Member Steven Clouse submitted his resignation from the Kendallville Common Council effective at 12:00 P.M. today February 16, 2020. Mayor SuzAnne Handshoe thanked Steven Clouse for all his years of dedication to the Council. MAYOR Solar Presentation- Eric Walsh, BakerTilly Eric Walsh from BakerTilly presented the financial aspect of funding the solar project on Wayne & Mill Street. Walsh stated that both the KLDC and RDC have each pledged $500,000.00 toward the project bringing the total down to $1.3 - $1.4 million dollars. Walsh stated that the Council could either finance with a bond or with a five year bond anticipation note. Council Member Jim Dazey made a motion to approve to proceed with the financing of the solar field with using a five year anticipation bond with a second from Council Member Amy Ballard. Council Member Regan Ford said that he would like to see the bond paid off within five years and was for the idea as long as the WWTP was able to still use funds to pay for issues that come up in the future. The motion passed 4 ayes – 0 nays. KLDC President Jerry Stienbarger presented the 2020 financial report. The January 6, 2021 Aviation minutes were presented for review. PARK The February 8, 2021 Park minutes were presented for review. POLICE The 2020 Annual Report was presented for review. The January 2021 report was presented for review. OLD BUSINESS General Ordinance #1232/ Parking Winesap Way- 3rd Reading Council Member Jim Dazey requested the reading of General Ordinance #1232/ Parking Winesap Way in title only. Attorney Doug Atz read General Ordinance #1232 in title only. Council Member Jim Dazey made a motion to approve with a second from Council Member Regan Ford. The motion passed 4 ayes – 0 nays. ALLOWENCE OF BILLS AND CLAIMS Council Member Jim Dazey presented bills and claim numbers 67680 through 67797 for $691,173.03 for approval. Council Member Jim Dazey made a motion to approve the bills and claims with a second by Council Member Amy Ballard. The motion passed 4 ayes-0 nays.
