The Common Council of the City of Kendallville met in regular session Tuesday March 2, 2021 at 7:00 P.M.
Mayor SuzAnne Handshoe asked for a moment of silence in honor of the passing of Jim Ebert, a prior Fire Chief
for the City of Kendallville.
Roll call was answered by: Mayor SuzAnne Handshoe, Council Member Regan Ford, Council Member Corey
Boese, Council Member Jim Dazey, Attorney Doug Atz, Council Member Amy Ballard, and MYAC Member
Darby Johnson.
Others present were: Katie Ritchie, Chris Cashman- Ice Miller, Ryan Tolle- Gene B. Glick, Lance Waters, Scott
Derby, and Andy Barrand- KPC.
PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was recited by all in attendance.
MINUTES/ MEETING
Minutes from the February 16, 2021 Common Council meeting were presented for review. Council Member Jim
Dazey made a motion to approve with a second from Council Member Corey Boese. The motion passed 4 ayes –
0 nays.
PETITIONS OR COMMENTS
No petitions or comments were given.
MAYOR
Mayor SuzAnne Handshoe presented a Severe Weather Proclamation.
Mayor SuzAnne Handshoe appointed Tracy Tipton to the Park Board and Bob Campbell to the Aviation Board.
Council President made a motion to appoint Patrick Hess to the RDC Board in the result of Lance Harman’s
resignation. Council Member Corey Boese made a motion to second. The motion passed 4 ayes – 0 nays.
CITY ATTORNEY
Resolution #1077/ Carriage House Inducement
Chris Cashman, Attorney from Ice Miller, and Ryan Tolle from Gene B. Glick, came before the Council and
discussed the proposed project that includes an improvement project to the Carriage House of Kendallville that
will involve a bond that will not exceed $14,000,000.00. This will include upgrades such as countertops, cabinets,
lighting, and appliances in all 150 apartments. The City would act as a conduit in this process.
Council Member Jim Dazey requested the reading of Resolution #1077/ Carriage House Inducement in its
entirety. Attorney Doug Atz read Resolution #1077 in its entirety. Council Member Jim Dazey made a motion to
approve with a second from Council Member Corey Boese. The motion passed 2 ayes – 0 nays.
ALLOWENCE OF BILLS AND CLAIMS
Council Member Jim Dazey presented bills and claim numbers 67798 through 67885 for $699,604.84 for
approval. Council Member Jim Dazey made a motion to approve the bills and claims with a second by Council
Member Amy Ballard. The motion passed 4 ayes-0 nays.
MOTION TO ADJOURN
Council Member Jim Dazey made a motion to adjourn the meeting. Mayor SuzAnne Handshoe adjourned the
meeting at 7:33 P.M.
