APRIL 6, 2021 -7:00 P.M.
The Common Council of the City of Kendallville met in regular session Tuesday April 6, 2021 at 7:00 P.M.
Roll call was answered by: Council Member Regan Ford, Council Member Corey Boese, Council Member Jim
Dazey, Attorney Doug Atz attended via Zoom, Council Member Shari Targgart and Council Member Amy
Ballard. Mayor SuzAnne Handshoe and MYAC Member Darby Johnson were absent.
Others present were: Katie Ritchie, Jeremy McKinley, Josh Inman, Chris Smith, Doug Davis, Judge Robert
Probst, Angie Handshoe, Eric Walsh- Baker Tilly, Todd Hanes, Nate Stahl, Jim Nixon, Rob Kline, Rick Kiersey,
Lance & April Waters, Scott Derby, and Andy Barrand- KPC.
PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was recited by all in attendance.
MINUTES/ MEETING
Minutes from the March 16, 2021 Common Council meeting were presented for review. Council Member Regan
Ford made a motion to approve with a second from Council Member Corey Boese. The motion passed 4 ayes – 0
nays.
PETITIONS OR COMMENTS
No petitions or comments were given.
MAYOR
Council President Jim Dazey led Robert Isaacs in his oath of office as Fire Fighter.
Council President Jim Dazey led Doug Davis in his oath of office as Detective.
Jim Nixon presented the Kendallville Tree Commission Report for 2019-2020.
The monthly Humane Shelter report was presented for review.
Council President Jim Dazey announced that the City of Kendallville Community Wide Garage Sale days will be
Thursday May 28th through Monday May 31st. This will be a free weekend and not count toward ordinance 1169
limiting four per calendar year.
Council President Jim Dazey announced that City wide clean up north of the tracks will be help on Saturday April
17th and south of the tracks will be held on Saturday April 24th.
FIRE
The February Fire Report was presented for review.
OLD BUSINESS
General Ordinance #1233/ Zoning Regulations- Eastpointe Condos- 2nd Reading
Council Member Regan Ford made a motion to suspend the rules of reading entirely since the address is stated in
the ordinance with a second from Council Member Corey Boese. The motion passed 4 ayes – 0 nays. Council
Member Regan Ford requested the reading of General Ordinance #1233 in title only. Attorney Doug Atz read
General Ordinance #1233 in title only. Council Member Regan Ford made a motion to approve with a second
from Council Member Amy Ballard. The motion passed 4 ayes – 0 nays.
General Ordinance #1234/ Zoning Regulations- Northpointe Condos- 2nd Reading
Council Member Regan Ford made a motion to suspend the rules of reading entirely since the address is stated in
the ordinance with a second from Council Member Shari Targgart. The motion passed 4 ayes – 0 nays. Council
Member Regan Ford requested the reading of General Ordinance #1234 in title only. Attorney Doug Atz read
General Ordinance #1234 in title only. Council Member Regan Ford made a motion to approve with a second
from Council Member Corey Boese. The motion passed 4 ayes – 0 nays.
General Ordinance #1235/ Zoning Regulations- 615 Professional Way- 2nd Reading
Council Member Regan Ford made a motion to suspend the rules of reading entirely since the address is stated in
the ordinance with a second from Council Member Amy Ballard. The motion passed 4 ayes – 0 nays. Council
Member Regan Ford requested the reading of General Ordinance #1235 in title only. Attorney Doug Atz read
General Ordinance #1235 in title only. Council Member Regan Ford made a motion to approve with a second
from Council Member Shari Targgart. The motion passed 4 ayes – 0 nays.
Special Ordinance #1572/ Solar Panel Project -2nd Reading
Council Member Regan Ford made a motion to suspend the 2nd reading of Special Ordinance #1572 its entirety
with a second from Council Member Amy Ballard. The motion passed 4 ayes – 0 nays. Council Member Regan
Ford requested the 2nd reading of Special Ordinance #1572 in title only. Attorney Doug Atz read Special
Ordinance #1572 in title only. Council Member Regan Ford made a motion to approve with a second from
Council Member Shari Targgart. The motion passed 4 ayes – 0 nays.
Council Member Regan Ford made a motion to suspend the rules and have 3rd and final reading on Special
Ordinance #1572 as well with a second from Council Member Amy Ballard. The motion passed 4 ayes – 0 nays.

NEW BUSINESS
General Ordinance #1236/ Water, Sewer, and Sewage Disposal- 1st Reading
Council Member Jim Dazey recommended the tabling of this ordinance as there needs to be publication in the
paper before approval. Council Member Regan Ford made a motion to approve with a second from Council
Member Corey Boese. The motion passed 4 ayes – 0 nays.
Special Ordinance #1573/ ARP Coronavirus Fund- 1st Reading
Council Member Regan Ford requested the reading of Special Ordinance #1573 in title only. Attorney Doug Atz
read Special Ordinance #1573 in title only. Regan Ford made a motion to approve with a second from Council
Member Corey Boese. The motion passed 4 ayes – 0 nays.
ALLOWENCE OF BILLS AND CLAIMS
Council Member Amy Ballard presented bills and claim numbers 68012 through 68114 for $724,479.45 for
approval. Council Member Amy Ballard made a motion to approve the bills and claims with a second by Council
Member Regan Ford. The motion passed 4 ayes-0 nays.
MOTION TO ADJOURN
Council Member Regan Ford made a motion to adjourn the meeting. Council Member Jim Dazey adjourned the
meeting at 7:42 P.M.
