COMMON COUNCIL COUNCIL CHAMBERS-CITY HALL APRIL 20, 2021 -7:00 P.M. The Common Council of the City of Kendallville met in regular session Tuesday April 20, 2021 at 7:00 P.M. Roll call was answered by: Mayor SuzAnne Handshoe, Council Member Regan Ford, Council Member Corey Boese, Council Member Jim Dazey, Attorney Jacob Atz filling in for City Attorney Doug Atz, Council Member Shari Targgart, Council Member Amy Ballard, and MYAC Member Darby Johnson. Others present were: Katie Ritchie, Lance Waters, Jim Pankop, Jeremy McKinley, and Andy Barrand- KPC. PLEDGE OF ALLEGIANCE The Pledge of Allegiance was recited by all in attendance. MINUTES/ MEETING Minutes from the April 6, 2021 Common Council meeting were presented for review. Council Member Jim Dazey made a motion to approve with a second from Council Member Regan Ford. The motion passed 5 ayes – 0 nays. PETITIONS OR COMMENTS No petitions or comments were given. MAYOR Mayor SuzAnne Handshoe proclaimed Friday April 30, 2021 as Arbor Day in the City of Kendallville. The March 3, 2021 Aviation minutes were presented for review. CLERK-TREASURER The 2020 TIF Management Report was presented for review. FIRE The March Report was presented for review. PARK The April 12, 2021 Park minutes were presented for review. POLICE The March Police Report was presented for review. OLD BUSINESS General Ordinance #1233/ Zoning Regulations- Eastpointe Condominiums- 3rd Reading Council Member Jim Dazey requested the reading of General Ordinance #1233 in title only. Attorney Jacob Atz read General Ordinance #1233 in title only. Council Member Jim Dazey made a motion to approve with a second from Council Member Shari Targgart. The motion passed 5 ayes – 0 nays, General Ordinance #1234/ Zoning Regulations- Northpointe Condominiums- 3rd Reading Council Member Jim Dazey requested the reading of General Ordinance #1234 in title only. Attorney Jacob Atz read General Ordinance #1234 in title only. Council Member Jim Dazey made a motion to approve with a second from Council Member Corey Boese. The motion passed 5 ayes – 0 nays. General Ordinance #1235/ Zoning Regulations- 615 Professional Way – 3rd Reading Council Member Jim Dazey requested the reading of General Ordinance #1235 in title only. Attorney Jacob Atz read General Ordinance #1235 in title only. Council Member Jim Dazey made a motion to approve with a second from Council Member Amy Ballard. The motion passed 5 ayes – 0 nays. Special Ordinance #1573/ ARP Coronavirus Local Fiscal Recovery Fund – 2nd Reading Council Member Jim Dazey requested the reading of Special Ordinance #1573 in its entirety. Attorney Jacob Atz read Special Ordinance #1573 in its entirety. Council Member Jim Dazey made a motion to approve with a second from Council Member Regan Ford. The motion passed 5 ayes – 0 nays. ALLOWENCE OF BILLS AND CLAIMS Council Member Jim Dazey presented bills and claim numbers 68115 through 68219 for $764,414.93 for approval. Council Member Jim Dazey made a motion to approve the bills and claims with a second by Council Member Amy Ballard. The motion passed 5 ayes-0 nays. Mayor SuzAnne Handshoe announced that this Saturday April 24 is curb side clean up for residents on the south side of the tracks inside corporate city limits. Council Member Jim Dazey congratulated and thanked the members of Kendallville Restorations Inc. for all the hard work for the remodel of the house on Main Street that they just finished and all the hard work they put in to ensure the City looks great. MOTION TO ADJOURN Council Member Jim Dazey made a motion to adjourn the meeting. Mayor SuzAnne Handshoe adjourned the meeting at 7:12 P.M. ________________________________________________ Kathren R.
