COMMON COUNCIL COUNCIL CHAMBERS-CITY HALL NOVEMBER 2, 2021 -7:00 P.M. The Common Council of the City of Kendallville met in regular session Tuesday November 2, 2021 at 7:00 P.M. Roll call was answered by: Mayor SuzAnne Handshoe, Council Member Regan Ford, Council Member Jim Dazey, Attorney Doug Atz, Council Member Shari Targgart, Council Member Amy Ballard, and MYAC Member Ryan Norden. Council Member Corey Boese was absent. Others present were: Katie Ritchie, Dawn McGahen, Steve Garbacz- KPC News, Scott Derby, Lance Waters, Jeremy McKinley, Keith Ballard, Carla Lowe, Jason Lucy, Tom Leedy, Kristen Johnson, Brad Graden, and Gary Gatman. PLEDGE OF ALLEGIANCE The Pledge of Allegiance was recited by all in attendance. MINUTES/ MEETING Minutes from the October 19, 2021 Common Council meeting were presented for review. Council Member Jim Dazey made a motion to approve with a second from Council Member Shari Targgart. Clerk Treasurer Katie Ritchie mentioned that she needed to add Attorney Doug Atz in attendance to the minutes. The motion passed 4 ayes – 0 nays. PETITIONS OR COMMENTS Fire Chief Jeremy McKinley announced that during the laundry mat fire last week they used the drone that was purchased by the Police Department and it was an immense help. Chief McKinley thanked Officer Gillison for operating the drone and also the Kendallville Police Department for lending the drone. Vince Guiffre approached the Council and said that he bought the old Rudy’s building and Relaxation Station up town and was curious on if he could break down internal walls to connect the two buildings. Mayor SuzAnne Handshoe told Mr. Guiffre that he could meet with Building Inspector Dave Lange to go over any structural questions he had. Gary Gatman- Noble County EDC, approached the Council and told them this OCRA Downtown Grant is a tremendous opportunity and the Noble County EDC is supportive of this movement in any way possible. The Council thanked him for his kind words and dedication to this project. MAYOR Mayor SuzAnne Handshoe introduced new MYAC Member, Ryan Norden. PARK The October 11, 2021 minutes were presented for review. OLD BUSINESS Special Ordinance #1576/ Elected Officials Salary 2022 – 2nd Reading Council Member Jim Dazey requested the reading of Special Ordinance #1576 in its entirety. Attorney Doug Atz read Special Ordinance #1576 in its entirety. Council Member Jim Dazey made a motion to approve with a second from Council Member Amy Ballard. The motion passed 4 ayes – 0 nays. NEW BUSINESS General Ordinance #1240/ Historic Preservation – 1st Reading Council Member Jim Dazey requested the reading of General Ordinance #1240 in title only. Attorney Doug Atz read General Ordinance #1240 in title only. Council Member Jim Dazey made a motion to approve with a second from Council Member Regan Ford. The Council asked Todd Zeiger- Indiana Landmarks various questions on the functionality of the Preservation Committee. Council Member Jim Dazey mentioned this is a huge experience for the downtown of Kendallville and he recommended passing this ordinance. The motion passed 4 ayes – 0 nays. ALLOWANCE OF BILLS AND CLAIMS Council Member Jim Dazey presented bills and claim numbers 69719 through 69813 for $857,598.11 for approval. Council Member Jim Dazey made a motion to approve the bills and claims with a second by Council Member Amy Ballard. The motion passed 4 ayes-0 nays. MOTION TO ADJOURN Council Member Jim Dazey made a motion to adjourn the meeting. Mayor SuzAnne Handshoe adjourned the meeting at 7:20 P.M. ________________________________________________ Kathren R.
