NOVEMBER 16, 2021 -7:00 P.M.
The Common Council of the City of Kendallville met in regular session Tuesday November 16, 2021 at 7:00 P.M.
Roll call was answered by: Mayor SuzAnne Handshoe, Council Member Regan Ford, Council Member Corey
Boese, Council Member Jim Dazey, Attorney Doug Atz, Council Member Shari Targgart, Council Member Amy
Ballard, and MYAC Member Ryan Norden.
Others present were: Katie Ritchie, Chuck & Christy Drerup- Reliable Inc, Ken Olry- Flint & Walling, Todd
Zeiger, Brad Graden, Tom Leedy, Kristen Johnson, Matt Brinkman- R3-A, Lance Waters, Jeremy McKinley,
Scott Derby, Gary Gatman, and Steve Garbacz- KPC News.
PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was recited by all in attendance.
MINUTES/ MEETING
Minutes from the November 2, 2021 Common Council meeting were presented for review. Council Member Jim
Dazey made a motion to approve with a second from Council Member Shari Targgart. The motion passed 5 ayes
– 0 nays.
PETITIONS OR COMMENTS
No petitions or comments were given.
MAYOR
Resolution #1085/ Tax Abatement- Reliable Tool and Machine Company, Inc.
Council Member Jim Dazey requested the reading of Resolution #1085 in its entirety. Attorney Doug Atz read
Resolution #1085 in its entirety. Council Member Jim Dazey made a motion to approve with a second from
Council Member Amy Ballard. The motion passed 5 ayes – 0 nays.
Resolution #1086/ Tax Abatement- Flint & Walling, Inc.
Council Member Jim Dazey requested the reading of Resolution #1086 in its entirety. Attorney Doug Atz read
Resolution #1086 in its entirety. Council Member Jim Dazey made a motion to approve with a second from
Council Member Regan Ford. The motion passed 5 ayes – 0 nays.
EDAC Report
Kristen Johnson gave a brief overview of the EDAC report.
The September 2021 Humane Society Report was presented for review.
FIRE
The October Fire Report was presented for review.
PARK
The November 8, 2021 minutes were presented for review.
POLICE
The October Police Report was presented for review.
OLD BUSINESS
Special Ordinance #1576/ Elected Officials Salary 2022- 3rd Reading
Council Member Jim Dazey requested the reading of Special Ordinance #1576 in title only. Attorney Doug Atz
read Special Ordinance #1576 in title only. Council Member Jim Dazey made a motion to approve with a second
from Council Member Shari Targgart. The motion passed 5 ayes – 0 nays.
General Ordinance #1240/ Historic Preservation- 2nd Reading
Council Member Jim Dazey made a motion to suspend the rules of reading the entire ordinance in second reading
considering the length of the ordinance and was seconded by Council Member Regan Ford. The motion passed 5
ayes – 0 nays.
Council Member Jim Dazey requested the reading of General Ordinance #1240 in title only. Attorney Doug Atz
read General Ordinance #1240 in title only. Council Member Jim Dazey made a motion to approve with a second
from Council Member Regan Ford. Council Member Jim Dazey recommended amending the ordinance to read
only five members instead of seven due to not being able to keep or having issues finding members to serve on
boards. Council Member Regan Ford made a motion to approve changing the amount of members with a second
from Council Member Jim Dazey. The motion passed 5 ayes – 0 nays.
Mayor SuzAnne Handshoe announced her pick for elected Board Members:
1. Keith Ballard
2. Stephane Langelier
3. Jerry Spaw
4. Terry Housholder
5. Brad Graden
Council Member Amy Ballard abstained her vote on electing Board Members as Keith Ballard is her spouse.
Council Member Jim Dazey made a motion to approve with a second from Council Member Regan Ford. The
motion passed 4 ayes-0 nays.
Council Member Shari Targgart made a motion to approve the elected Historic Preservation Board Members
picked by the Mayor with a second from Council Member Jim Dazey. The motion passed 4 ayes – 0 nays.
ALLOWANCE OF BILLS AND CLAIMS
Council Member Jim Dazey presented bills and claim numbers 69814 through 69930 for $680,455.91 for
approval. Council Member Jim Dazey made a motion to approve the bills and claims with a second by Council
Member Amy Ballard. The motion passed 5 ayes-0 nays.
MOTION TO ADJOURN
Council Member Jim Dazey made a motion to adjourn the meeting. Mayor SuzAnne Handshoe adjourned the
meeting at 7:25 P.M.
