COMMON COUNCIL COUNCIL CHAMBERS-CITY HALL FEBRUARY 15, 2022 -7:00 P.M. The Common Council of the City of Kendallville met in regular session Tuesday February 15, 2021 at 7:00 P.M. Roll call was answered by: Mayor SuzAnne Handshoe, Council Member Corey Boese, Council Member Shari Targgart, Council Member Amy Ballard, and MYAC Member Ryan Norden. Council Member Regan Ford, Council Member Jim Dazey, and Attorney Doug Atz were absent. Others present were: Katie Ritchie, Lance Waters, Brad Targgart, Brian Strange, Scott & Debbie Derby, Steve Garbacz- KPC News, Dawn McGahen, Pat Howell, John Dixon, TJ & Tyler Knox, Ron Witham, Diane Peachy, Kevin Pegan, Bob Combs, and Jerry Steinbarger. PLEDGE OF ALLEGIANCE The Pledge of Allegiance was recited by all in attendance. MINUTES/ MEETING Minutes from the February 1, 2022 Common Council meeting were presented for review. Council Member Corey Boese made a motion to approve with a second from Council Member Shari Targgart. The motion passed 3 ayes – 0 nays. PETITIONS OR COMMENTS No petitions or comments were given. MAYOR KLDC Annual Report- Jerry Steinbarger gave a brief overview of the 2021 KLDC Annual Report The December 2021 Humane Society Report was presented for review. CLERK-TREASURER Cancellation of Warrants Clerk Treasurer Katie Ritchie presented a list of outstanding checks ranging from 2012-2019 to the Council in total amount of $11,607.32 that need to be voided. Council Member Corey Boese made a motion to approve with a second from Council Member Amy Ballard. The motion passed 3 ayes – 0 nays. Request for Bank Reconciliation Write-Offs Clerk Treasurer Katie Ritchie requested authorization to write off the unknown adjustments from 2020 in the amount of $-29.24 and 2021 $-72.20 that are located on the Bank Reconciliation Report that is given to Council monthly. This money is in the bank account but not receipted into Key Fund Software. Clerk Treasurer Katie Ritchie requested authorization to deposit the combined total of $101.44 into the General Fund (1101) and remove them from the Bank Reconciliation. Council Member Shari Targgart made a motion to approve with a second from Council Member Amy Ballard. The motion passed 3 ayes – 0 nays. FIRE The January Fire Report was presented for review. POLICE The January Police Report was presented for review. NEW BUSINESS General Ordinance #1241/ Zoning- 1st Reading Council Member Amy Ballard requested the reading of General Ordinance #1241 in title only. Council Member Corey Boese read General Ordinance #1241 in title only. Council Member Amy Ballard made a motion to approve with a second from Council Member Shari Targgart. The motion passed 3 ayes – 0 nays. General Ordinance #1242/ Zoning, Municipal Owned Property- 1st Reading Council Member Amy Ballard requested the reading of General Ordinance #1242 in title only. Council Member Corey Boese read General Ordinance #1242 in title only. Council Member Amy Ballard made a motion to approve with a second from Council Member Shari Targgart. The motion passed 3 ayes – 0 nays. Special Ordinance #1577/ Amendment to 2022 Salary Ordinance- 1st Reading Council Member Amy Ballard requested the reading of Special Ordinance #1577 in title only. Council Member Corey Boese read Special Ordinance #1577 in title only. Council Member Amy Ballard made a motion to approve with a second from Council Member Shari Targgart. The motion passed 3 ayes – 0 nays. ALLOWENCE OF BILLS AND CLAIMS Council Member Amy Ballard presented bills and claim numbers 70481 through 70589 for $914,242.56 for approval. Council Member Amy Ballard made a motion to approve the bills and claims with a second by Council Member Shari Targgart. The motion passed 3 ayes-0 nays. MOTION TO ADJOURN Council Member Corey Boese made a motion to adjourn the meeting.
