COMMON COUNCIL COUNCIL CHAMBERS-CITY HALL MARCH 15, 2022 -7:00 P.M. The Common Council of the City of Kendallville met in regular session Tuesday March 15, 2021 at 7:00 P.M. Roll call was answered by: Mayor SuzAnne Handshoe, Council Member Regan Ford, Council Member Corey Boese, Council Member Jim Dazey, Attorney Jacob Atz, Council Member Amy Ballard, and MYAC Member Ryan Norden. Council Member Shari Targgart was absent. Others present were: Katie Ritchie, Lance Waters, Sidney Shartzer, Stephanie Herkel, John Dixon, Loren & Mary Allen, Steve Garbacz- KPC, Brian Strange, Joe Handshoe & Family, Kristen Johnson, Jeremy McKinley, Matthew Gillison, Lucas Pant, Keven Pegan, and Rob Kline. PLEDGE OF ALLEGIANCE The Pledge of Allegiance was recited by all in attendance. MINUTES/ MEETING Minutes from the March 1, 2022 Common Council meeting were presented for review. Council Member Jim Dazey made a motion to approve with a second from Council Member Corey Boese. The motion passed 4 ayes – 0 nays. PETITIONS OR COMMENTS No petitions or comments were given. MAYOR Mayor SuzAnne Handshoe presented Police Officer Joe Handshoe with his retirement plaque. Officer Handshoe worked for the City of Kendallville from 2001-2022. RDC President Loren Allen presented the 2020 & 2021 RDC Annual Report January & February 2022 Aviation minutes were presented for review. FIRE The February Fire Report was presented for review. PARK The February 14, 2022 Park minutes were presented for review. POLICE The February Police Report was presented for review. OLD BUSINESS Special Ordinance #1578/ Credit Card Policy- 2nd Reading Council Member Jim Dazey requested the reading of Special Ordinance #1578 in its entirety. Attorney Jacob Atz read Special Ordinance #1578 in its entirety. Council Member Jim Dazey made a motion to approve with a second from Council Member Amy Ballard. The motion passed 4 ayes – 0 nays. NEW BUSINESS General Ordinance #1243/ Historic Preservation District- 1st Reading Council Member Jim Dazey made a motion to table this reading until the next Council meeting on April 5, 2022 with a second from Council Member Regan Ford. The motion passed 4 ayes – 0 nays. ALLOWENCE OF BILLS AND CLAIMS Council Member Jim Dazey presented bills and claim numbers 70675 through 70785 for $672,746.91 for approval. Council Member Jim Dazey made a motion to approve the bills and claims with a second by Council Member Amy Ballard. The motion passed 4 ayes-0 nays. MOTION TO ADJOURN Council Member Jim Dazey made a motion to adjourn the meeting. Mayor SuzAnne Handshoe adjourned the meeting at 7:15 P.M. ________________________________________________ Kathren R.
