APRIL 19, 2022 -7:00 P.M.
The Common Council of the City of Kendallville met in regular session Tuesday April 19, 2021 at 7:00 P.M.
Roll call was answered by: Mayor SuzAnne Handshoe, Council Member Regan Ford, Council Member Corey
Boese, Council Member Jim Dazey, Attorney Jacob Atz, Council Member Shari Targgart, and Council Member
Amy Ballard. MYAC Member Ryan Norden was absent.
Others present were: Katie Ritchie, Lance Waters, Steve Garbacz- KPC, Kristen Johnson, Jeremy McKinley,
Sharon Montoya, Scott Derby, and Brian Strange.
PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was recited by all in attendance.
MINUTES/ MEETING
Minutes from the April 5, 2022 Common Council meeting were presented for review. Council Member Jim
Dazey made a motion to approve with a second from Council Member Regan Ford. The motion passed 5 ayes – 0
nays.
PETITIONS OR COMMENTS
No petitions or comments were given.
MAYOR
Mayor SuzAnne Handshoe read the 2022 Arbor Day Proclamation
The March 2, 2022 Aviation minutes were presented for review.
Council Member Jim Dazey made a motion to move the first Council meeting to May 4, 2022 instead of the 3rd
with a second from Council Member Shari Targgart. This will allow citizens to exercise their right to vote and see
election results. The motion passed 5 ayes – 0 nays.
CLERK TREASURER
Acknowledgement of TIF 2021 Management Report
Council Member Jim Dazey acknowledged that the 2021 TIF Management Report was received on April 8, 2022.
FIRE
The March Fire Report was presented for review.

General Ordinance #1243/ Historic Preservation District- 2nd Reading
Council Member Jim Dazey requested the reading of General Ordinance 1243 in its entirety. Attorney Jacob Atz
read General Ordinance 1243 in its entirety. Council Member Jim Dazey made a motion to approve with a second
from Council Member Regan Ford. The motion passed 5 ayes – 0 nays.
Council Member Jim Dazey made a motion to suspend the rules and read General Ordinance 1243 for third
reading with a second from Council Member Regan Ford. The motion passed 5 ayes – 0 nays.

read General Ordinance 1243 in title only. Council Member Jim Dazey made a motion to approve with a second
from Council Member Shari Targgart. The motion passed 5 ayes – 0 nays.
Special Ordinance #1579/ Economic Development Revenue Bond for Carriage House- 2nd Reading
Council Member Jim Dazey made a motion to suspend the rules and read Special Ordinance 1579 in title only due
to length and also read third reading as well with a second from Council Member Regan Ford. The motion passed
5 ayes – 0 nays.

General Ordinance 1245/ Amen Traffic Ordinance Schedule 4: Parking Prohibited at All Times – W. Wayne
Street & Schedule 7: Commercial Vehicles Required to Use Certain Streets- W. High Street & W. Grove Street-
1st Reading

read General Ordinance 1245 in title only. Council Member Jim Dazey made a motion to approve with a second
from Council Member Regan Ford. The motion passed 5 ayes – 0 nays.
ALLOWENCE OF BILLS AND CLAIMS
Council Member Jim Dazey presented bills and claim numbers 70914 through 71018 for $605,380.59 for
approval. Council Member Jim Dazey made a motion to approve the bills and claims with a second by Council
Member Amy Ballard. The motion passed 5 ayes-0 nays.
MOTION TO ADJOURN
Council Member Amy Ballard made a motion to adjourn the meeting. Mayor SuzAnne Handshoe adjourned the
meeting at 7:16 P.M.
