COMMON COUNCIL COUNCIL CHAMBERS-CITY HALL JULY 5, 2022 -7:00 P.M. The Common Council of the City of Kendallville met in regular session Tuesday July 5, 2021 at 7:00 P.M. Roll call was answered by: Mayor SuzAnne Handshoe, Council Member Regan Ford Council Member Corey Boese, Council Member Jim Dazey, Attorney Doug Atz, Council and Member Shari Targgart. Council Member Amy Ballard was absent. Others present were: Katie Ritchie, Sharon Montoya, Steve Garbacz- KPC, Scott Derby, Gary Gatman, and Jeremy McKinley. PLEDGE OF ALLEGIANCE The Pledge of Allegiance was recited by all in attendance. MINUTES/ MEETING Minutes from the June 21, 2022 Common Council meeting were presented for review. Council Member Jim Dazey made a motion to approve with a second from Council Member Shari Targgart. The motion passed 4 ayes – 0 nays. PETITIONS OR COMMENTS No petitions or comments were given. MAYOR Resolution #1092/ Tax Abatement- Bollhoff Inc. Council Member Jim Dazey requested the reading of Resolution #1092 in its entirety. Attorney Doug Atz read Resolution #1092 in its entirety. Council Member Jim Dazey made a motion to approve with a second from Council Member Regan Ford. The motion passed 4 ayes – 0 nays. Chamber of Commerce Contract/ EDAC Report Chamber Director Sharon Montoya presented an updated contract agreement between the City of Kendallville and Economic Development Advisory Committee and gave a brief highlight of the EDAC quarterly report. Council Member Jim Dazey made a motion to approve the new agreement with a second from Council Member Regan Ford. The motion passed 4 ayes – 0 nays. MYAC State of the Youth Address Jackson Meyer gave a short presentation of for the MYAC State of the Youth Address. Jackson went over the group’s outings and accomplishments this year. Mayor SuzAnne Handshoe presented the youth with plaques for their service to MYAC. The May 2022 Humane Report was presented for review. Clerk-Treasurer 2022 Title VI Implementation Plan Clerk Treasurer Katie Ritchie presented the 2022 Title VI Implementation Plan that is done annually for the City from JPR Engineering. Council Member Jim Dazey made a motion to approve the plan with a second from Council Member Shari Targgart. The motion passed 4 ayes – 0 nays. OLD BUSINESS General Ordinance #1246/ Traffic Control Signs Noble Creek Subdivision – 2nd Reading Council Member Jim Dazey requested the reading of General Ordinance #1246 in its entirety. Attorney Doug Atz read General Ordinance #1246 in its entirety. Council Member Jim Dazey made a motion to approve with a second from Council Member Regan Ford. The motion passed 4 ayes – 0 nays. ALLOWENCE OF BILLS AND CLAIMS Council Member Council Member Jim Dazey presented bills and claim numbers 71472 through 71556 for $496,334.73 for approval. Council Member Jim Dazey made a motion to approve the bills and claims with a second by Council Member Regan Ford. The motion passed 4 ayes-0 nays. MOTION TO ADJOURN Council Member Jim Dazey made a motion to adjourn the meeting. Mayor SuzAnne Handshoe adjourned the meeting at 7:24 P.M. ________________________________________________ Kathren R.
