COMMON COUNCIL COUNCIL CHAMBERS-CITY HALL August 16, 2022 -7:00 P.M. Public Hearing- Historic Building Façade Renovation Planning report Mayor Suzanne Handshoe opened the Public Hearing at 7:00P.M. Shannon McLeod from Priority Project Resources gave an update on the current status of the Historic Building Renovation project. Shannon introduced Lisa Gulick from Martin Riley the engineering firm that will be overseeing the project. Lisa updated us on the properties that will be receiving renovations. She listed the items that would be fixed on each building to restore the conditions of our historic buildings in our downtown. Lisa said that they will open up the jobs to be bid around September 13, 2022 Mayor SuzAnne Handshoe closed the meeting at 7:14P.M. The Common Council of the City of Kendallville met in regular session Tuesday August 17, 2022 at 7:15 P.M. Roll call was answered by: Mayor SuzAnne Handshoe, Council Member Regan Ford, Council Member Corey Boese, Council Member Jim Dazey, Attorney Doug Atz, Council Member Shari Targgart and Council Member Amy Ballard. MYAC Member Ryan Norden was absent. Others present were: Brandy Roberts, Jeremy McKinley, Matt Gillison, Sharon Montoya, Scott Derby, Kristen Johnson, Shannon McLeod, and Lisa Gulick PLEDGE OF ALLEGIANCE The Pledge of Allegiance was recited by all in attendance. MINUTES/ MEETING Minutes from the August 2, 2022 Common Council meeting were presented for review. Council Member Jim Dazey made a motion to approve with a second from Council Member Corey Boese. The motion passed 5 ayes – 0 nays. PETITIONS OR COMMENTS No petitions or comments were given. MAYOR Community Wide Garage Sale Sharon Montoya from the Kendallville Chamber of Commerce presented a flyer explaining the upcoming Community Wide Garage Sale. The event will take place Thursday September 1st, 2022 and run to Monday September 5th, 2022. Council Member Jim Dazey made a motion to approve with a second from Council Member Amy Ballard. The motion passed 5 ayes – 0 nays Resolution #1096/ Preserving Mainstreet Historic Building Façade Planning Study Council Member Jim Dazey requested the reading of Resolution #1096 in its entirety. Attorney Doug Atz read Resolution #1096 in its entirety. Council Member Jim Dazey made a motion to approve with a second from Council Member Shari Targgart. The motion passed 5 ayes – 0 nays. The July Aviation minutes were presented for review. ENGINEERING The July McCray Solar Report was presented for review. FIRE The July Fire Report was presented for review. OLD BUSINESS General Ordinance #1247/ C1B to R-1 Zoning 123 W Rust St-3rd Reading Council Member Jim Dazey requested the reading of General Ordinance #1247 in title only. Attorney Doug Atz read General Ordinance #1247 in title only. Council Member Jim Dazey made a motion to approve with a second from Council Member Regan Ford. The motion passed 5 ayes – 0 nays. General Ordinance #1248/I-1 to A Zoning -3rd Reading Council Member Jim Dazey requested the reading of General Ordinance #1248 in title only. Attorney Doug Atz read General Ordinance #1248 in title only. Council Member Jim Dazey made a motion to approve with a second from Council Member Shari Targgart. The motion passed 5 ayes – 0 nays. NEW BUSINESS General Ordinance #1249/ C1B to R-1 Zoning 125 & 127 W Rush St. 1st Reading Council Member Jim Dazey requested the reading of General Ordinance #1249 in title only. Attorney Doug Atz read General Ordinance #1249 in title only. Council Member Jim Dazey made a motion to approve with a second from Council Member Amy Ballard. The motion passed 5 ayes – 0 nays. General Ordinance #1250/ Amend G O #1149 City Council Districts -1st Reading Council Member Jim Dazey requested the reading of General Ordinance #1250 in title only. Attorney Doug Atz read General Ordinance #1250 in title only. Council Member Jim Dazey made a motion to approve with a second from Council Member Regan Ford. The motion passed 5 ayes – 0 nays. ALLOWENCE OF BILLS AND CLAIMS Council Member Jim Dazey presented bills and claim numbers 71807 through 71936 for $1,540,488.99 for approval. Council Member Jim Dazey made a motion to approve the bills and claims with a second by Council Member Amy Ballard. The motion passed 5 ayes-0 nays. MOTION TO ADJOURN Council Member Jim Dazey made a motion to adjourn the meeting.
