COMMON COUNCIL COUNCIL CHAMBERS-CITY HALL SEPTEMBER 6, 2022 -7:00 P.M. The Common Council of the City of Kendallville met in regular session Tuesday September 6, 2022 at 7:00 P.M. Roll call was answered by: Mayor SuzAnne Handshoe, Council Member Regan Ford, Council Member Corey Boese, Council Member Jim Dazey, Attorney Doug Atz, Council Member Shari Targgart, and Amy Ballard. Others present were: Katie Ritchie, Lance Waters, Brian Strange, John Dixon, Kevin Pegan, Matthew Gillison, Justin Beall, Ben Kline, Brandon Cox, and Chase Cleckner. PLEDGE OF ALLEGIANCE The Pledge of Allegiance was recited by all in attendance. MINUTES/ MEETING Minutes from the August 16, 2022 Common Council meeting were presented for review. Council Member Jim Dazey made a motion to approve with a second from Council Member Shari Targgart. The motion passed 5 ayes – 0 nays. PETITIONS OR COMMENTS A citizen approached the Council and presented a packet of signatures of tax payers who want to petition for Bixler Lake to be cleaned and restocked with bluegill. Mayor Handshoe thanked the citizen for his comments and concerns and asked him to either stay after the meeting so she could get his contact info or asked him to call her office so they could meet and come up with a solution. MAYOR Mayor SuzAnne Handshoe conducted the swearing in of Patrolman Brandon Cox. Mayor SuzAnne Handshoe told the Council that her office has received multiple calls and requests for trick or treat to be on Saturday October 29, 2022 so it doesn’t fall on a school night for younger children. Council Member Jim Dazey made a motion for 2022 trick or treat to be held on Saturday October 29, 2022 from 5:00 P.M. thru 7:00 P.M. with a second from Amy Ballard. The motion passed 5 ayes – 0 nays. ENGINEERING The 2021-2 CCMG street work was presented for review. Administrative Engineer Scott Derby told the Council that the work should be complete no later than the third week of October 2022. PARK The August Park Minutes were presented for review. POLICE The July Police Report was presented for review. OLD BUSINESS General Ordinance #1249/ C1B to R-1 Zoning 125 & 127 W. Rush Street- 2nd Reading Council Member Jim Dazey made a motion to suspend the rules and have this ordinance read in title only since the address is listed with a second from Council Member Regan Ford. The motion passed 5 ayes – 0 nays. Council Member Jim Dazey requested the reading of General Ordinance #1249 in title only. Attorney Doug Atz read General Ordinance #1249 in title only. Council Member Jim Dazey made a motion to approve with a second from Council Member Shari Targgart. The motion passed 5 ayes – 0 nays. General Ordinance #1250/ Amend G.O. 1149 City Council Districts- 2nd Reading Council Member Jim Dazey requested the reading of General Ordinance #1250 in its entirety. Attorney Doug Atz read General Ordinance #1250 in its entirety. Council Member Jim Dazey made a motion to approve with a second from Council Member Regan Ford. The motion passed 5 ayes – 0 nays. NEW BUSINESS Mayor SuzAnne Handshoe conducted the swearing in of Patrolman Chase Cleckner. Special Ordinance #1580/ 2023 Budget- 1st Reading Council Member Jim Dazey requested the reading of Special Ordinance #1580 in title only. Attorney Doug Atz reading Special Ordinance #1580 in title only. Council Member Jim Dazey made a motion to approve with a second from Council Member Regan Ford. The motion passed 5 ayes – 0 nays. ALLOWENCE OF BILLS AND CLAIMS Council Member Jim Dazey presented bills and claim numbers 71937 through 72090 for $1,307,553.56 for approval. Council Member Jim Dazey made a motion to approve the bills and claims with a second by Council Member Amy Ballard. The motion passed 5 ayes-0 nays.
