COMMON COUNCIL COUNCIL CHAMBERS-CITY HALL SEPTEMBER 20, 2022 -7:00 P.M. Public Hearing/ 2023 Budgets- Mayor SuzAnne Handshoe opened the public hearing for the 2023 budgets and gave a description of what all went in to compiling the budget. The Common Council of the City of Kendallville met in regular session Tuesday September 20, 2022 at 7:04 P.M. Roll call was answered by: Mayor SuzAnne Handshoe, Council Member Regan Ford, Council Member Corey Boese, Council Member Jim Dazey, Attorney Doug Atz, Council Member Shari Targgart, and Council Member Amy Ballard. Others present were: Katie Ritchie, Lance Waters, Ashleigh Schalinske, Prosecutor Jim Mowery, Doug Davis, Matt Gillison, Brody Fretz, Scott Derby, Ashlyn & Lucas Pant, Jeremy McKinley, Kevin Pegan, and Jerry & Diann Steinbarger. PLEDGE OF ALLEGIANCE The Pledge of Allegiance was recited by all in attendance. MINUTES/ MEETING Minutes from the September 6, 2022 Common Council meeting were presented for review. Council Member Jim Dazey made a motion to approve with a second from Council Member Corey Boese. The motion passed 5 ayes – 0 nays. PETITIONS OR COMMENTS No petitions or comments were given. MAYOR Domestic Violence Awareness Month Proclamation Mayor SuzAnne Handshoe proclaimed October 2022 as Domestic Violence Awareness Month. Resolution 1097/ KLDC Council Member Jim Dazey requested the reading of Resolution 1097 in its entirety. Attorney Doug Atz read Resolution 1097 in its entirety. Council Member Jim Dazey made a motion to approve with a second from Council Member Regan Ford. The motion passed 5 ayes – 0 nays. The August Aviation minutes were presented for review. ENGINEERING The August Solar Field Report was presented for review. FIRE The August Fire Report was presented for review. PARK The September Park Board minutes were presented for review. POLICE The August Police Report was presented for review. OLD BUSINESS General Ordinance #1249/ C1B to R-1 Zoning 125 & 127 W. Rush Street- 3rd Reading Council Member Jim Dazey requested the reading of General Ordinance #1249 in title only. Attorney Doug Atz read General Ordinance #1249 in title only. Council Member Jim Dazey made a motion to approve with a second from Council Member Shari Targgart. The motion passed 5 ayes – 0 nays. General Ordinance #1250/ Amend. G.O. 1149 City Council Districts- 3rd Reading Council Member Jim Dazey requested the reading of General Ordinance 1250 in title only. Attorney Doug Atz read General Ordinance 1250 in title only. Council Member Jim Dazey made a motion to approve with a second from Council Member Regan Ford. The motion passed 5 ayes – 0 nays. Special Ordinance #1580/ 2023 Budget- 2nd Reading Council Member Jim Dazey requested the reading of Special Ordinance 1580 in its entirety. Attorney Doug Atz reading Special Ordinance 1580 in its entirety. Council Member Jim Dazey made a motion to approve with a second from Council Member Amy Ballard. The motion passed 5 ayes – 0 nays. NEW BUSINESS Special Ordinance #1581/ 2023 Salaries- 1st Reading Council Member Jim Dazey requested the reading of Special Ordinance #1581 in title only. Attorney Doug Atz reading Special Ordinance #1581 in title only. Council Member Jim Dazey made a motion to approve with a second from Council Member Amy Ballard. The motion passed 5 ayes – 0 nays. ALLOWENCE OF BILLS AND CLAIMS Council Member Council Member Jim Dazey presented bills and claim numbers 72091 through 72231 for $1,183,755.92 for approval. Council Member Jim Dazey made a motion to approve the bills and claims with a second by Council Member Amy Ballard. The motion passed 5 ayes-0 nays. MOTION TO ADJOURN Council Member Jim Dazey made a motion to adjourn the meeting. Mayor SuzAnne Handshoe adjourned the meeting at 7:23 P.M. ________________________________________________ Kathren R.
