COMMON COUNCIL COUNCIL CHAMBERS-CITY HALL OCTOBER 18, 2022 -7:00 P.M. The Common Council of the City of Kendallville met in regular session Tuesday October 18, 2022 at 7:00 P.M. Roll call was answered by: Council Member Regan Ford, Council Member Corey Boese, Council Member Jim Dazey, Attorney Doug Atz, and Council Member Amy Ballard. Mayor SuzAnne Handshoe and Council Member Shari Targgart were absent. Others present were: Katie Ritchie, Lance Waters, Doug Davis, John Dixon, Jeremy McKinley, Rob Kline, Kevin Pegan, Brandon Cox, and Eric Kennedy. PLEDGE OF ALLEGIANCE The Pledge of Allegiance was recited by all in attendance. MINUTES/ MEETING Minutes from the October 4, 2022 Common Council meeting were presented for review. Council Member Regan Ford made a motion to approve with a second from Council Member Corey Boese. The motion passed 3 ayes – 0 nays. PETITIONS OR COMMENTS No petitions or comments were given. MAYOR The September Aviation minutes were presented for review. CLERK-TREASURER Amendment to ARPA Spending Plan Clerk Treasurer Katie Ritchie requested an amendment to the prior ARPA spending plan. The update would add relining the sewer in the 700 block of South Main Street and general operational costs to the Wastewater Treatment Plant. Council Member Regan Ford made a motion to approve the updated plan with a second from Council Member Corey Boese. The motion passed 3 ayes – 0 nays. ENGINEERING The September Solar Field Report was presented for review. FIRE The September Fire Report was presented for review. PARK The October Park Board minutes were presented for review. POLICE The September Police Report was presented for review. OLD BUSINESS Special Ordinance #1581/ 2023 Salaries- 3rd Reading Council Member Regan Ford requested the reading of Special Ordinance #1581 in title only. Attorney Doug Atz reading Special Ordinance #1581 in title only. Council Member Regan Ford made a motion to approve with a second from Council Member Corey Boese. The motion passed 3 ayes – 0 nays. General Ordinance #1251/ Traffic Ordinance- No Trucks on Conlogue- 2nd Reading Council Member Regan Ford requested the reading of General Ordinance #1251 read in its entirety. Attorney Doug Atz read General Ordinance #1251 in its entirety. Council Member Regan Ford made a motion to approve with a second from Council Member Corey Boese. The motion passed 3 ayes – 0 nays. General Ordinance #1252/ Sewer Rate Ordinance- 2nd Reading Council Member Regan Ford requested the reading of General Ordinance #1252 read in its entirety. Attorney Doug Atz read General Ordinance #1252 in its entirety. Council Member Regan Ford made a motion to approve with a second from Council Member Corey Boese. The motion passed 3 ayes – 0 nays. Special Ordinance #1582/ Elected Officials Salaries 2023- 2nd Reading Council Member Regan Ford requested the reading of Special Ordinance #1582 read in its entirety. Attorney Doug Atz read Special Ordinance #1582 in its entirety. Council Member Regan Ford made a motion to approve with a second from Council Member Corey Boese. The motion passed 3 ayes – 0 nays. ALLOWENCE OF BILLS AND CLAIMS Council Member Amy Ballard presented bills and claim numbers 72342 through 72500 for $991,636.72 for approval. Council Member Amy Ballard made a motion to approve the bills and claims with a second by Council Member Corey Boese. The motion passed 3 ayes-0 nays. MOTION TO ADJOURN Council Member Regan Ford made a motion to adjourn the meeting.
