COMMON COUNCIL COUNCIL CHAMBERS-CITY HALL NOVEMBER 1, 2022 -7:00 P.M. Public Hearing- Sewer Rates Mayor SuzAnne Handshoe opened the public hearing for sewer rates. No petitions or comments were given. Mayor SuzAnne Handshoe closed the public hearing at 7:01 P.M. The Common Council of the City of Kendallville met in regular session Tuesday November 1, 2022 at 7:01 P.M. Roll call was answered by: Mayor SuzAnne Handshoe, Council Member Regan Ford, Council Member Jim Dazey, Council Member Shari Targgart, and Council Member Amy Ballard. Council Member Corey Boese and Attorney Doug Atz were absent. Others present were: Katie Ritchie, Lance Waters, Scott Derby, Eric Walsh, Steve Garbacz- KPC, Diane Peachy, and Cole Criswell. PLEDGE OF ALLEGIANCE The Pledge of Allegiance was recited by all in attendance. MINUTES/ MEETING Minutes from the October 18, 2022 Common Council meeting were presented for review. Council Member Regan Ford made a motion to approve with a second from Council Member Jim Dazey. The motion passed 4 ayes – 0 nays. PETITIONS OR COMMENTS Chief of Police Lance Waters thanked all the department heads within the City for helping with all of the community events that happened over the past weekend. CLERK-TREASURER Resolution #1100/ Transfers Council Member Jim Dazey requested the reading of Resolution #1100 in its entirety. Mayor SuzAnne Handshoe read Resolution #1100 in its entirety. Council Member Jim Dazey made a motion to approve with a second from Council Member Shari Targgart. The motion passed 4 ayes – 0 nays. OLD BUSINESS General Ordinance #1251/ Traffic Ordinance- No Trucks on Conlogue- 3rd Reading Council Member Jim Dazey requested the reading of General Ordinance #1251 in title only. Mayor SuzAnne Handshoe read General Ordinance #1251 in title only. Council Member Jim Dazey made a motion to approve with a second from Council Member Regan Ford. The motion passed 4 ayes – 0 nays. General Ordinance #1252/ Sewer Rate Ordinance- 3rd Reading Council Member Jim Dazey requested the reading of General Ordinance #1252 in title only. Mayor SuzAnne Handshoe read General Ordinance #1252 in title only. Council Member Jim Dazey made a motion to approve with a second from Council Member Amy Ballard. The motion passed 4 ayes – 0 nays. Special Ordinance #1582/ Elected Officials Salaries 2023- 3rd Reading Council Member Jim Dazey requested the reading of Special Ordinance #1582 in title only. Mayor SuzAnne Handshoe read Special Ordinance #1582 in title only. Council Member Jim Dazey made a motion to approve with a second from Council Member Shari Targgart. The motion passed 4 ayes – 0 nays. NEW BUSINESS Special Ordinance #1583/ Skate Park Fund – 1st Reading Council Member Jim Dazey requested the reading of Special Ordinance #1583 in title only. Mayor SuzAnne Handshoe read Special Ordinance #1583 in title only. Council Member Jim Dazey made a motion to approve with a second from Council Member Regan Ford. Council Member Regan Ford told the rest of Council that he has seen the layout for the park and encouraged the community to get behind it. The motion passed 4 ayes – 0 nays. ALLOWENCE OF BILLS AND CLAIMS Council Member Jim Dazey presented bills and claim numbers 72501 through 72611 for $621,707.85 for approval. Council Member Jim Dazey made a motion to approve the bills and claims with a second by Council Member Amy Ballard. The motion passed 4 ayes-0 nays. MOTION TO ADJOURN Council Member Jim Dazey made a motion to adjourn the meeting. Mayor SuzAnne Handshoe adjourned the meeting at 7:11 P.M. ________________________________________________ Kathren R.
