COMMON COUNCIL COUNCIL CHAMBERS-CITY HALL NOVEMBER 15, 2022 -7:00 P.M. The Common Council of the City of Kendallville met in regular session Tuesday November 15, 2022 at 7:00 P.M. Roll call was answered by: Mayor SuzAnne Handshoe, Council Member Regan Ford, Council Member Corey Boese, Council Member Jim Dazey, Attorney Doug Atz, Council Member Shari Targgart and Council Member Amy Ballard. Others present were: Katie Ritchie, Lance Waters, Jeremy McKinley, Scott Derby, and Steve Garbacz- KPC. PLEDGE OF ALLEGIANCE The Pledge of Allegiance was recited by all in attendance. MINUTES/ MEETING Minutes from the November 1, 2022 Common Council meeting were presented for review. Council Member Jim Dazey made a motion to approve with a second from Council Member Shari Targgart. The motion passed 5 ayes – 0 nays. PETITIONS OR COMMENTS No petitions or comments were given. MAYOR Appointments Mayor SuzAnne Handshoe made the following appointments: Historic Preservation Commission: Jacob Erie Kendallville Housing Authority: Lance Harman The October 5, 2022 Aviation were presented for review. CLERK-TREASURER Amendment to ARPA Spending Plan Clerk Treasurer Katie Ritchie requested an amendment to the prior ARPA spending plan. The update would add a culvert project on Main Street. Council Member Jim Dazey made a motion to approve the updated plan with a second from Council Member Shari Targgart. The motion passed 5 ayes – 0 nays. ENGINEERING The October Solar Field Report was presented for review. FIRE The October Fire Report was presented for review. POLICE The October Police Report was presented for review. OLD BUSINESS Special Ordinance #1583/ Skate Park Fund- 2nd Reading Council Member Jim Dazey requested the reading of Special Ordinance #1583 in its entirety. Attorney Doug Atz reading Special Ordinance #1583 its entirety. Council Member Jim Dazey made a motion to approve with a second from Council Member Regan Ford. The motion passed 5 ayes – 0 nays. NEW BUSINESS General Ordinance #1253/ Amend Building Permit Language- 1st Reading Council Member Jim Dazey requested the reading of General Ordinance #1253 in title only. Attorney Doug Atz read General Ordinance #1253 in title only. Council Member Jim Dazey made a motion to approve with a second from Council Member Regan Ford. The motion passed 2 ayes – 0 nays. General Ordinance #1254/ Amend Nuisance Weeds and Grasses – 1st Reading Council Member Jim Dazey requested the reading of General Ordinance #1254 in title only. Attorney Doug Atz read General Ordinance #1254 in title only. Council Member Jim Dazey made a motion to approve with a second from Council Member Regan Ford. The motion passed 2 ayes – 0 nays. ALLOWENCE OF BILLS AND CLAIMS Council Member Jim Dazey presented bills and claim numbers 72612 through 72722 for $661,702.65 for approval. Council Member Jim Dazey made a motion to approve the bills and claims with a second by Council Member Amy Ballard. The motion passed 5 ayes-0 nays.
