DECEMBER 6, 2022 -7:00 P.M.
The Common Council of the City of Kendallville met in regular session Tuesday December 6, 2022 at 7:00 P.M.
Roll call was answered by: Mayor SuzAnne Handshoe, Council Member Regan Ford, Council Member Corey
Boese, Council Member Jim Dazey, Attorney Doug Atz, and Council Member Amy Ballard. Council Member
Shari Targgart was absent.
Others present were: Katie Ritchie, Lance Waters, Brett & Addilynn Slone, and Jeremy McKinley.
PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was recited by all in attendance.
MINUTES/ MEETING
Minutes from the November 15, 2022 Common Council meeting were presented for review. Council Member Jim
Dazey made a motion to approve with a second from Council Member Corey Boese. The motion passed 4 ayes –
0 nays.
PETITIONS OR COMMENTS
Clerk Treasurer Katie Ritchie told the Council that the City received the 1782 notice for the 2023 budgets and
everything was approved. The City came in $177.00 under levy and with a lower tax rate.
PARK
The November 14, 2022 Park Board minutes were presented for review.
OLD BUSINESS
Special Ordinance #1583/ Skate Park Fund- 3rd Reading
Council Member Jim Dazey requested the reading of Special Ordinance #1583 in title only. Attorney Doug Atz
read Special Ordinance #1583 in title only. Council Member Jim Dazey made a motion to approve with a second
from Council Member Regan Ford. The motion passed 2 ayes – 0 nays.
General Ordinance #1253/ Amend Building Permit Language – 2nd Reading
Council Member Jim Dazey requested the reading of General Ordinance #1253 in its entirety. Attorney Doug Atz
read General Ordinance #1253 in its entirety. Council Member Jim Dazey made a motion to approve with a
second from Council Member Regan Ford. Council Member Jim Dazey asked Attorney Atz if an appeal for a
permit should go to the Board of Works or the Board of Zoning and Attorney Atz said he recommended it go to
the Board of Public Works and Safety. Council Member Jim Dazey made a motion to approve with the
amendment that appeals go through the Board of Works instead of Zoning with a second from Council Member
Regan Ford. The motion passed 4 ayes – 0 nays.
General Ordinance #1254/ Amend Nuisance Weeds and Grasses- 2nd Reading
Council Member Jim Dazey requested the reading of General Ordinance #1254 in its entirety. Attorney Doug Atz
reading General Ordinance #1254 in its entirety. Council Member Jim Dazey made a motion to approve with a
second from Council Member Regan Ford. The motion passed 4 ayes – 0 nays.
ALLOWENCE OF BILLS AND CLAIMS
Council Member Jim Dazey presented bills and claim numbers 72723 through 72850 for $1,477,485.96 for
approval. Council Member Jim Dazey made a motion to approve the bills and claims with a second by Council
Member Amy Ballard. The motion passed 4 ayes-0 nays.
MOTION TO ADJOURN
Council Member Jim Dazey made a motion to adjourn the meeting. Mayor SuzAnne Handshoe adjourned the
meeting at 7:24 P.M.
