DECEMBER 20, 2022 -7:00 P.M.
The Common Council of the City of Kendallville met in regular session Tuesday December 20, 2022 at 7:00 P.M.
Roll call was answered by: Mayor SuzAnne Handshoe, Council Member Regan Ford, Council Member Corey Boese,
Council Member Jim Dazey, Attorney Doug Atz, Council Member Shari Targgart, Council Member Amy Ballard, and
MYAC Member TJ Knox.
Others present were: Katie Ritchie, Susan Jansen, Matt Gillison, Scott Derby, Rick Kiersey, and Jeremy McKinley.
PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was recited by all in attendance.
MINUTES/ MEETING
Minutes from the December 6, 2022 Common Council meeting were presented for review. Council Member Jim Dazey made
a motion to approve with a second from Council Member Corey Boese. The motion passed 5 ayes – 0 nays.

No petitions or comments were given.
MAYOR
Resolution #1103/ Tax Abatement- Graphic Packaging
Council Member Jim Dazey requested the reading of Resolution #1103 in its entirety. Attorney Doug Atz read Resolution
#1103 in its entirety. Council Member Jim Dazey made a motion to approve with a second from Amy Ballard. The motion
passed 5 ayes – 0 nays.
EID 2023 Budget
Mayor SuzAnne Handshoe presented the 2023 EID budget that they passed at their previous meeting. Council Member Jim
Dazey made a motion to approve with a second from Shari Targgart. The motion passed 5 ayes – 0 nays.
CLERK-TREASURER
Resolution #1101/ End of Year Transfers
Council Member Jim Dazey requested the reading of Resolution #1101 in its entirety. Attorney Doug Atz read Resolution
#1101 in its entirety. Council Member Jim Dazey made a motion to approve with a second from Council Member Shari
Targgart. The motion passed 5 ayes – 0 nays.
Resolution #1102/ Transfer of Funds
Council Member Jim Dazey requested the reading of Resolution #1102 in its entirety. Attorney Doug Atz read Resolution
#1102 in its entirety. Council Member Jim Dazey made a motion to approve with a second from Council Member Amy
Ballard. The motion passed 5 ayes – 0 nays.

The November 2022 McCray Solar Report was presented for review.
FIRE
The November Fire Report was presented for review.
PARK
The December 12, 2022 Park Board minutes were presented for review.
POLICE
The November Police Report was presented for review.

General Ordinance #1253/ Amend Building Permit Language – 3rd Reading
Council Member Jim Dazey requested the reading of General Ordinance #1253 in title only. Attorney Doug Atz read General
Ordinance #1253 in title only. Council Member Jim Dazey made a motion to approve with a second from Council Member
Regan Ford. The motion passed 5 ayes – 0 nays.

Council Member Jim Dazey requested the reading of General Ordinance #1254 in title only. Attorney Doug Atz reading

NEW BUSINESS
General Ordinance #1255/ Amend Garbage & Rubbish- 1st Reading
Council Member Jim Dazey requested the reading of General Ordinance #1255 in title only. Attorney Doug Atz read General
Ordinance #1255 in title only. Council Member Jim Dazey made a motion to approve with a second from Council Member
Regan Ford. Councilman Dazey made a comment that he would like to have this ordinance read twice at the next meeting so
it can be published by the time spring comes. The motion passed 5 ayes – 0 nays.
ALLOWENCE OF BILLS AND CLAIMS
Council Member Jim Dazey presented bills and claim numbers 72962 through 72962 for $742,951.89 for approval. Council
Member Jim Dazey made a motion to approve the bills and claims with a second by Council Member Amy Ballard. The
motion passed 5 ayes-0 nays.
MOTION TO ADJOURN
Council Member Jim Dazey made a motion to adjourn the meeting. Mayor SuzAnne Handshoe adjourned the meeting at 7:30
P.M.
