COMMON COUNCIL COUNCIL CHAMBERS-CITY HALL JANUARY 3, 2023 -7:00 P.M. The Common Council of the City of Kendallville met in regular session Tuesday January 4, 2023 at 7:00 P.M. Roll call was answered by: Mayor SuzAnne Handshoe, Council Member Regan Ford, Council Member Corey Boese, Council Member Jim Dazey, Attorney Doug Atz, Council Member Shari Targgart, Council Member Amy Ballard, and MYAC Member TJ Knox. Others present were: Katie Ritchie, Lance Waters, Jim Nixon, Brian Strange, Jeremy McKinley, Scott Derby, and Jodi Knox. PLEDGE OF ALLEGIANCE The Pledge of Allegiance was recited by all in attendance. MINUTES/ MEETING Minutes from the December 20, 2022 Common Council meeting were presented for review. Council Member Jim Dazey made a motion to approve with a second from Council Member Corey Boese. The motion passed 5 ayes – 0 nays. PETITIONS OR COMMENTS No petitions or comments were given. MAYOR Appointments Mayor SuzAnne Handshoe made the following appointments: Historic Preservation- Terry Householder, Stephane Langelier, Jerry Spaw, Jacob Ihrie, and Keith Ballard. RDC- Joe Sells, Carla Lowe, and Jim Jarrett Aviation Commission- Ken Mars Economic Development Advisory Committee- Jeff Platt Noble County Convention Visitors Bureau- Kristen Johnson Park Board- Dave Button Mayor Council Appointments: Finance Committee- Amy Ballard and Jim Dazey- Chairman BOW- Don Gura and Jim Dazey- Chairman City Building- Corey Boese and Regan Ford- Chairman Law & Ordinance- Regan Ford and Jim Dazey- Chairman Streets & Alleys- Shari Targgart and Regan Ford- Chairman Council President Jim Dazey made recommendations to appoint: Council Member Corey Boese to the Cemetery Board Tara Streb and Loren Allen to the RDC Board Chris Desper to the EDC Board Council Members Regan Ford and Amy Ballard to the Plan Commission Board Council Member Regan Ford made a motion to approve with a second from Council Member Amy Ballard. The motion passed 5 ayes – 0 nays. Council President Jim Dazey said that he would resume his position as Council President for the 2023 year if Council approved. Council Member Regan Ford made a motion to approve with a second from Council Member Shari Targgart. The motion passed 5 ayes – 0 nays. CLERK-TREASURER Resolution #1104/ Transfers for INDOT Payment Council President Jim Dazey requested the reading of Resolution #1104 in its entirety. Attorney Doug Atz read Resolution #1104 in its entirety. Council President Jim Dazey made a motion to approve with a second from Council Member Amy Ballard. The motion passed 5 ayes – 0 nays. Resolution #1105/ Transfer to Fire Department to Rural Fire Council President Jim Dazey requested the reading of Resolution #1105 in its entirety. Attorney Doug Atz read Resolution #1105 in its entirety. Council President Jim Dazey made a motion to approve with a second from Council Member Regan Ford. The motion passed 5 ayes – 0 nays. ENGINEERING 2022 Annual Tree Report Chairperson, Jim Nixon, of the Kendallville Tree Commission presented Council with the 2022 Tree Commission Report and gave a brief overview of the report. OLD BUSINESS General Ordinance #1255/ Amend Garbage and Rubbish- 2nd Reading Council President Jim Dazey requested the reading of General Ordinance #1255 in its entirety. Attorney Doug Atz read General Ordinance #1255 in its entirety. Council President Jim Dazey made a motion to approve with a second from Council Member Regan Ford. The motion passed 2 ayes – 0 nays. Council President Jim Dazey made a motion to suspend the rules and have General Ordinance #1255 read for third reading with a second from Council Member Regan Ford. Council President Jim Dazey said passing this ordinance now would allow code enforcement to get this ordinance on the books quicker. The motion passed 5 ayes – 0 nays. Council President Jim Dazey requested the reading of General Ordinance #1255 in title only. Attorney Doug Atz read General Ordinance #1255 in title only. Council President Jim Dazey made a motion to approve with a second from Council Member Regan Ford. The motion passed 5 ayes – 0 nays. ALLOWENCE OF BILLS AND CLAIMS Council President Jim Dazey presented bills and claim numbers 72963 through 73023 for $1,502,435.96 for approval. Council President Jim Dazey made a motion to approve the bills and claims with a second by Council Member Amy Ballard. The motion passed 5 ayes-0 nays. MOTION TO ADJOURN Council President Jim Dazey made a motion to adjourn the meeting.
