COMMON COUNCIL COUNCIL CHAMBERS-CITY HALL APRIL 18, 2023 -7:00 P.M. The Common Council of the City of Kendallville met in regular session Tuesday April 18, 2023 at 7:00 P.M. Roll call was answered by: Mayor SuzAnne Handshoe, Council Member Regan Ford, Attorney Jacob Atz, Council Member Jim Dazey, Council Member Shari Targgart, Council Member Amy Ballard, and MYAC Member TJ Knox. Council Member Corey Boese was absent. Others present were: Katie Ritchie, Lance & April Waters, Brian Strange, Patrick Howell, Tara Streb, Kristen Johnson, Jo Knox, Makayla Lopez, and Amani Lagneau. PLEDGE OF ALLEGIANCE The Pledge of Allegiance was recited by all in attendance. MINUTES/ MEETING Minutes from the April 4, 2023 Common Council meeting were presented for review. Council President Jim Dazey made a motion to approve with a second from Council Member Shari Targgart. The motion passed 4 ayes – 0 nays. PETITIONS OR COMMENTS Main Street Manager, Kristen Johnson, approached the Council asking for $17,000.00 from the CDBG fund for a match for the electric vehicle charging station grant. The goal is four level two stations and two level three charging stations for a total of $285,000.00. The grant would cover 80% ($228,000.00) leaving the local 20% ($57,000.00). Johnson stated that the RDC has committed $40,000.00 if the grant is approved. Council President Jim Dazey made a motion to approve the $17,000.00 from CDBG fund contingent approval of the grant with a second from Council Member Regan Ford. The motion passed 4 ayes – 0 nays. Police Chief Lance Waters announced there was an active shooter situation on Wednesday, April 12, 2023 in Kendallville. Chief Waters thanked God that no one was injured but the shooter who later passed away, thanked the Kendallville Fire Department, YMCA, Indiana State Police, SWAT, Noble County Sheriff Department, Auburn Police Department, Steuben Sheriff Department, Albion, Avilla, Wolcottville, Rome City, Ligonier, Park Department, Mayor’s Office, Common Grace, ENSC, and many more businesses for their help on scene, behind the scenes, food, shelter, and prayers. Council President thanked Chief Waters for intense training of his officers and keeping all the citizens safe in the community. MAYOR Mayor SuzAnne Handshoe read the Letter Carriers’ Proclamation The March 2023 Aviation minutes were presented for review. ENGINEERING The March 2023 Solar Field Report was presented for review. PARK The April 10, 2023 Park minutes were presented for review. ALLOWANCE OF BILLS AND CLAIMS Council President Jim Dazey presented bills and claim numbers 73674 through 73773 for $1,028,005.06 for approval. Council President Jim Dazey made a motion to approve the bills and claims with a second by Council Member Amy Ballard. The motion passed 4 ayes-0 nays. Council Member Shari Targgart told the Fire Department that she seen them at a call on Easter Sunday and said that all hands were on deck and thanked them for their great service to our community.
