COMMON COUNCIL COUNCIL CHAMBERS-CITY HALL MAY 3, 2023 -7:00 P.M. The Common Council of the City of Kendallville met in regular session Wednesday May 3, 2023 at 7:00 P.M. Roll call was answered by: Mayor SuzAnne Handshoe, Council Member Regan Ford, Attorney Doug Atz, Council Member Jim Dazey, Council Member Shari Targgart, and MYAC Member TJ Knox. Council Member Corey Boese and Council Member Amy Ballard were absent. Others present were: Katie Ritchie, Lance & April Waters, Brian Strange, Sharon Montoya, Patrick Howell, Kevin Dressler, Jo Knox, Nicholas Sibert & Family, and Matthew Gillison. PLEDGE OF ALLEGIANCE The Pledge of Allegiance was recited by all in attendance. MINUTES/ MEETING Minutes from the April 18, 2023 Common Council meeting were presented for review. Council President Jim Dazey made a motion to approve with a second from Council Member Shari Targgart. The motion passed 3 ayes – 0 nays. PETITIONS OR COMMENTS No petitions or comments were given. MAYOR Mayor SuzAnne Handshoe performed the oath of office for Fire Fighter, Nicholas Sibert. Resolution #1107- Tax Abatement Guidelines Council President Jim Dazey requested the reading of Resolution 1107 in its entirety. Attorney Doug Atz read Resolution 1107 in its entirety. Council President Jim Dazey made a motion to approve with a second from Council Member Regan Ford. The motion passed 3 ayes – 0 nays. City Wide Garage Sales The Chamber of Commerce recommended the City of Kendallville’s Community Wide Garage Sales be through Thursday May 25th and Monday May 29th. Residents can choose three consecutive days this weekend. Council President Jim Dazey made a motion to approve with a second from Council Member Shari Targgart. The motion passed 3 ayes – 0 nays. FIRE The March 2023 Fire Report was presented for review. POLICE The March 2023 Police Report was presented for review. NEW BUSINESS Special Ordinance #1584/ Water Department Loan- 1st Reading Council President Jim Dazey requested the reading of Special Ordinance #1584 in its entirety. Attorney Doug Atz read Special Ordinance 1584 in its entirety. Council President Jim Dazey made a motion to approve with a second from Council Member Regan Ford. The motion passed 3 ayes – 0 nays. ALLOWANCE OF BILLS AND CLAIMS Council President Jim Dazey presented bills and claim numbers 73774 through 73887 for $718,047.92 for approval. Council President Jim Dazey made a motion to approve the bills and claims with a second by Council Member Shari Targgart. The motion passed 3 ayes-0 nays. MOTION TO ADJOURN Council President Jim Dazey made a motion to adjourn the meeting. Mayor SuzAnne Handshoe adjourned the meeting at 7:22 P.M. ________________________________________ Kathren R.
