COMMON COUNCIL COUNCIL CHAMBERS-CITY HALL May 16, 2023, -7:00 P.M. The Common Council of the City of Kendallville met in regular session Tuesday May 16, 2023 at 7:00 P.M. Roll call was answered by: Mayor SuzAnne Handshoe, Council Member Regan Ford, Council Member Jim Dazey, Attorney Doug Atz, Council Member Shari Targgart, Council Member Amy Ballard and MYAC Member TJ Knox. Council Member Corey Boese was absent. Others present were: Brandy Roberts, Jeremy McKinley, Matt Gillison, , Scott Derby, Pat Howell, Brian Strange, Scott Mosley, Tara Streb, and Jo Knox PLEDGE OF ALLEGIANCE The Pledge of Allegiance was recited by all in attendance. MINUTES/ MEETING Minutes from the May 3 2023 Common Council meeting were presented for review. Council Member Jim Dazey made a motion to approve with a second from Council Member Shari Targgart. The motion passed 4 ayes – 0 nays. PETITIONS OR COMMENTS No petitions or comments were given. MAYOR The April 2023 Aviation minutes were presented for review. ENGINEERING The April 2023 McCray Solar Report was presented for review. FIRE The April 2023 Fire Report was presented for review. PARK The May 8, 2023 Park Minutes were presented for review. OLD BUSINESS Special Ordinance #1584/ Water Department Loan-2nd Reading Council Member Jim Dazey requested the reading of Special Ordinance #1584 in its entirety. Attorney Doug Atz read Special Ordinance #1584 in its entirety. Council Member Jim Dazey made a motion to approve with a second from Council Member Regan Ford. The motion passed 4 ayes – 0 nays. Special Ordinance #1584/ Water Department Loan Council Member Jim Dazey requested to suspended the rules and proceed straight to a 3rd reading of Special Ordinance #1584. Council Member Dazey proposed this be done due to the volatility in the current market on financing. Member Jim Dazey made a motion to approve with a second from Council Member Regan Ford. The motion passed 4 ayes – 0 nays. Special Ordinance #1584/ Water Department Loan-3rd Reading Council Member Jim Dazey requested the reading of Special Ordinance #1584 in title only. Attorney Doug Atz read Special Ordinance #1584 in title only. Council Member Jim Dazey made a motion to approve with a second from Council Member Regan Ford. The motion passed 4 ayes – 0 nays ALLOWANCE OF BILLS AND CLAIMS Council Member Jim Dazey presented bills and claim numbers 73888 through 73973 for $699,318.49 for approval. Council Member Jim Dazey made a motion to approve the bills and claims with a second by Council Member Amy Ballard. The motion passed 4 ayes-0 nays. MOTION TO ADJOURN Council Member Jim Dazey made a motion to adjourn the meeting.
