COUNCIL CHAMBERS-CITY HALL
MAY 21, 2024 -7:00 P.M.
The Common Council of the City of Kendallville met in regular session May 21, 2024 at 7:00 P.M.
Roll call was answered by: Mayor Lance Waters, Council Member Amy Ballard, Council Member Corey Boese,
Council Member Shari Targgart, Attorney Jacob Atz, Council Member Tara Streb, Council Member Christopher
McCreery, and MYAC Member Melissa Smith.
Others present were: Katie Ritchie, Matt Getts- KPC, Scott Derby, Patrick Howell, Jeremy McKinley, and John
Dixon.
PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was recited by all in attendance.
MINUTES/ MEETING
Minutes from the May 8, 2024 Common Council meeting were presented for review. Council Member Shari
Targgart made a motion to approve with a second from Council Member Christopher McCreery. The motion
passed 5 ayes – 0 nays.
PETITIONS OR COMMENTS
No petitions or comments were given.
CLERK-TREASURER
Resolution #1121/ Inter-local Cooperation Agreement
Mayor Lance Waters requested the reading of Resolution #1121 in its entirety. Attorney Jacob Atz read
Resolution #1121 in its entirety. Council Member Tara Streb made a motion to approve with a second from
Council Member Christopher McCreery. Council Member McCreery asked Fire Chief McKinley if the City was
getting close to the appraised value for the apparatus and Chief McKinley told him yes it’s appraised at
$164,000.00. Clerk Treasurer Katie Ritchie told the Council that the money from the apparatus will be deposited
into the Rural Fire Fund and will be paid toward the new fire truck loan. The motion passed 5 ayes – 0 nays.
ENGINEERING
The Bi-Annual Curb-side Bulk Pick-Up Comparison Report was presented for review.
FIRE
The April 2024 Fire Report was presented for review.
POLICE
The April 2024 Police Report was presented for review.
ALLOWANCE OF BILLS AND CLAIMS
Council Member Amy Ballard presented bills and claim numbers 76619 through 76724 for $1,405,574.67 for
approval. Council Member Amy Ballard made a motion to approve the bills and claims with a second by Council
Member Tara Streb. Clerk Treasurer Katie Ritchie told the Council the high claims totals included the water bond
payment. The motion passed 5 ayes-0 nays.
MOTION TO ADJOURN
Council Member Shari Targgart made a motion to adjourn the meeting with a second from Council Member Amy
Ballard. Mayor Lance Waters adjourned the meeting at 7:10 P.M.
