COUNCIL CHAMBERS-CITY HALL
DECEMBER 3, 2024 -7:00 P.M.
The Common Council of the City of Kendallville met in regular session December 3, 2024 at 7:00 P.M.
Roll call was answered by: Mayor Lance Waters, Council Member Shari Targgart, Council Member Corey Boese,
Attorney Jacob Atz, Council Member Tara Streb, and MYAC Member Kingston Linthicum. Council Member
Amy Ballard and Council Member Christopher McCreery were absent.
Others present were: Katie Ritchie, Scott Derby, Matt Getts- KPC, John Dixon, Brian Strange, Patrick Howell,
Jeremy McKinley, April Waters, and Matt Meersman- St. Joseph River Basin Commission.
PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was recited by all in attendance.
MINUTES/ MEETING
Minutes from the November 19, 2024 Common Council meeting were presented for review. Council Member
Shari Targgart made a motion to approve with a second from Council Member Tara Streb. The motion passed 3
ayes – 0 nays.
PETITIONS OR COMMENTS
Matt Meersman from St. Joe River Basin Commission approached the Council to introduce himself and say thank
you for supporting the Commission. Meersman gave a brief overview of what the commission is currently doing
and their mission.
Council Member Corey Boese asked the Council if anyone else had heard about recycling not being picked up on
scheduled days. He said that he had a couple residents reach out to him and ask if he knew what was going on.
Mayor Waters said the City would give Noble County Disposal a call on the matter.
MAYOR
The October 2024 Humane Society Report was presented for review.
PARK
The November 18, 2024 Park Board minutes were presented for review.
POLICE
The October 2024 Police Report was presented for review.
OLD BUSINESS
Special Ordinance #1595/ Use of Credit Cards- 2nd Reading
Council Member Corey Boese requested the reading of Special Ordinance #1595 in its entirety. Attorney Jacob
Atz read Special Ordinance #1595 in its entirety. Council Member Corey Boese made a motion to approve with a
second from Council Member Tara Streb. The motion passed 3 ayes – 0 nays.
ALLOWANCE OF BILLS AND CLAIMS
Council Member Tara Streb presented bills and claim numbers 78129 through 78208 for $1,240,373.61 for
approval. Council Member Tara Streb made a motion to approve the bills and claims with a second by Council
Member Shari Targgart. The motion passed 3 ayes-0 nays.
MOTION TO ADJOURN
Council Member Corey Boese made a motion to adjourn the meeting with a second from Council Member Shari
Targgart. Mayor Lance Waters adjourned the meeting at 7:10 P.M.
