COMMON COUNCIL COUNCIL CHAMBERS-CITY HALL DECEMBER 17, 2024 -7:00 P.M. The Common Council of the City of Kendallville met in regular session December 17, 2024 at 7:00 P.M. Roll call was answered by: Mayor Lance Waters, Council Member Amy Ballard, Council Member Corey Boese, Attorney Jacob Atz, Council Member Tara Streb, Council Member Christopher McCreery, and MYAC Member Kingston Linthicum. Council Member Shari Targgart was absent. Others present were: Katie Ritchie, Scott Derby, Matt Getts- KPC, John & Janell Dixon, April Waters, and Patrick Howell. PLEDGE OF ALLEGIANCE The Pledge of Allegiance was recited by all in attendance. MINUTES/ MEETING Minutes from the December 3, 2024 Common Council meeting were presented for review. Council Member Tara Streb made a motion to approve with a second from Council Member Christopher McCreery. Council Member Tara Streb mentioned there were four ayes under bills and claims instead of three. Everyone agreed to approve the changes. The motion passed 4 ayes – 0 nays. PETITIONS OR COMMENTS No petitions or comments were given. CLERK TREASURER Resolution #1124/ Transfers Clerk Treasurer Katie Ritchie explained the purpose for the resolution. Council Member Amy Ballard made a motion to suspend the rules and have Resolution 1124 read in title only with a second from Council Member Corey Boese. The motion passed 4 ayes – 0 nays. Council Member Amy Ballard made a motion to read Resolution 1124 in tile only with a second from Council Member Tara Streb. The motion passed 4 ayes – 0 nays. Council Member Amy Ballard requested the reading of Resolution 1124 in title only. Attorney Jacob Atz read Resolution 1124 in title only. Council Member Amy Ballard made a motion to approve with a second from Council Member Tara Streb. The motion passed 4 ayes – 0 nays. RDC Annual TIF Spending Plan Clerk Treasurer Katie Ritchie presented the newly passed RDC Annual TIF Spending Plan for review. This plan was passed at the November 13, 2024 RDC meeting. 2025 EID Budget Clerk Treasurer Katie Ritchie presented the newly passed 2025 EID budget for review. The budget was passed at the November 20, 2024 EID meeting. Council Member Tara Streb made a motion to accept the budget with a second from Council Member Corey Boese. The motion passed 4 ayes – 0 nays. FIRE The November 2024 Fire Report was presented for review. OLD BUSINESS Special Ordinance #1595/ Use of Credit Cards- 3rd Reading Council Member Corey Boese requested the reading of Special Ordinance #1595 in title only. Attorney Jacob Atz read Special Ordinance #1595 in title only. Council Member Corey Boese made a motion to approve with a second from Council Member Amy Ballard. The motion passed 4 ayes – 0 nays. ALLOWANCE OF BILLS AND CLAIMS Council Member Amy Ballard presented bills and claim numbers 78209 through 78318 for $1,431,477.87 for approval. Council Member Amy Ballard made a motion to approve the bills and claims with a second by Council Member Tara Streb. The motion passed 4 ayes-0 nays. MOTION TO ADJOURN Council Member Corey Boese made a motion to adjourn the meeting with a second from Council Member Amy Ballard. Mayor Lance Waters adjourned the meeting at 7:14 P.M. ________________________________________ Kathren R.
