COMMON COUNCIL COUNCIL CHAMBERS-CITY HALL MARCH 4, 2025 -7:00 P.M. The Common Council of the City of Kendallville met in regular session March 4, 2025 at 7:00 P.M. Roll call was answered by: Mayor Lance Waters, Council Member Amy Ballard, Council Member Shari Targgart, Attorney Jacob Atz, Council Member Tara Streb, Council Member Christopher McCreery, and MYAC Member Kingston Linthicum. Council Member Corey Boese was absent. Others present were: Katie Ritchie, Scott Derby, Matt Getts- KPC News, Kristen Johnson- HDK, Richard & Kathy Butler, Kevin Pegan, Brandon Cox, Scott Mosley, Kenia Diaz, Gordon Wells, Karla Clarke, Scott Derby, John Dixon, Nate Stahl, Justin Beall, Dakota Dellahan, Austin Lash, Lucas Pant, Jeremy McKinley, and Jim Nixon. PLEDGE OF ALLEGIANCE The Pledge of Allegiance was recited by all in attendance. MINUTES/ MEETING Minutes from the February 18, 2025 Common Council meeting were presented for review. Council Member Tara Streb made a motion to approve with a second from Council Member Shari Targgart. The motion passed 4 ayes – 0 nays. PETITIONS OR COMMENTS No petitions or comments were given. MAYOR Recognition/ Retirement of Dispatcher Cathy Butler Mayor Lance Waters and Police Chief John Dixon recognized Dispatcher Kathy Butler for her twenty years of service and retirement for the City of Kendallville. The October 2024 Aviation minutes were presented for review. The December 2024 Humane Society Report was presented for review. Severe Weather Awareness Week Proclamation Mayor Lance Waters read a proclamation declaring March 9-15th 2025 as Severe Weather Awareness Week. Historic Downtown Kendallville Report Kristen Johnson presented the 2024 Historic Downtown Kendallville Report for review. Johnson highlighted key points in the report and Mayor Lance Waters read a letter submitted by the Indiana Main Streets Organization congratulating Kristen Johnson on her hard work and dedication to Downtown Kendallville. PARK The 2024 Annual Park Report was presented for review. OLD BUSINESS General Ordinance #1273/ Amending Fire Protection and Prevention – 2nd Reading Council Member Amy Ballard requested the reading of General Ordinance #1273 in its entirety. Attorney Jacob Atz read General Ordinance #1273 in its entirety. Council Member Amy Ballard made a motion to approve with a second from Council Member Tara Streb. The motion passed 4 ayes – 0 nays. ALLOWANCE OF BILLS AND CLAIMS Council Member Amy Ballard presented bills and claim numbers 78741 through 78838 for $723,488.08 for approval. Council Member Amy Ballard made a motion to approve the bills and claims with a second by Council Member Tara Streb. The motion passed 4 ayes-0 nays. MOTION TO ADJOURN Council Member Tara Streb made a motion to adjourn the meeting with a second from Council Member Shari Targgart.
