Village of Kohler Finance Committee Meeting November 13, 2023 Chairperson John Ewert called the meeting to order at 6:00 p.m. Roll call was taken: John Ewert, Mike Wandschneider and Brett Edgerle. Staff members present: Shawn Splivalo and Laurie Lindow. Public Comment – Caitlin Brotz-McNitt, Kyle Lasko and Michael Gartman discussed the desire to operate golf carts within the Village. Golf carts would provide non-traditional means of travel while enjoying the village environment in a community-oriented activity. Operation of golf carts in the Village would follow the same rules as other motor vehicles and be limited to streets with a 25 mph speed limit, except when crossing roads. Other factors to be considered include parking on streets and in yards, availability and number of carts and safety aspects. John Ewert applauds their ambition and summarized that an ordinance would have to address all concerns and ensure safety, specify enforcement methods and define infrastructure where carts are allowed. Additional research of the issue is required including feedback from other communities that allow golf carts in their municipality and Kohler Co. Approval of Meeting Minutes from October 9, 2023 – Motion by John Ewert, second by Mike Wandschneider to approve the meeting minutes from October 9, 2023. Motion carried. The Finance Committee adjourned to attend the Village Board meeting scheduled for 6:30. The Finance Committee reconvened at 7:35. Business 1. Review and approve October claims list – Motion by John Ewert, second by Mike Wandschneider to approve the October claims list. Motion carried. 2. Review and recommend: a. Purchase of speed trailer from Kustom Signals at a cost of $7,228.24 and accept donation of $5,988.24 from Kohler Police Athletic League – Motion by John Ewert, second by Michael Wandschneider to recommend Village Board approve purchase of speed trailer from Kustom Signals at a cost of $7,228.24 and accept donation of $5,988.24 from Kohler Police Athletic League. Motion carried. b. Change of agent for Kohler Co. Alcohol Beverage License – Motion by John Ewert, second by Michael Wandschneider to recommend Village Board approve change of agent for Kohler Co. Motion carried. c. Employee benefit plan renewal and 2024 wages as presented – These items were discussed, and action taken by the Village Board at their meeting at 6:30. d. Discuss and possibly recommend ordinance change to allow golf cars on Village streets – After discussion during public comment, more research needs to be done. e. October Revenue & Expense reports, bank reconciliations and journal entries – Motion by John Ewert, second by Michael Wandschneider to recommend Village Board approve October Revenue & Expense reports. Motion carried. f. Ordinance No. 2023-9, An Ordinance Amending Chapter 3.21 of the Municipal Code of the Village of Kohler, Sheboygan County, Wisconsin Updating the Fee Schedule – Motion by John Ewert, second by Michael Wandschneider to recommend Village Board approve Ordinance No. 2023-9, An Ordinance Amending Chapter 3.21 of the Municipal Code of the Village of Kohler, Sheboygan County, Wisconsin, Updating the Fee Schedule. Motion carried. g. Police Department Update – There is no update on ordering squad cars. Four of the officers are interested in transitioning to new red dot laser sights on Village issued weapons. This change is about three months out and would involve trade-in of existing weapons and purchasing new. Sights would be purchased by each officer paid out of their uniform allowance account and would be personally owned. Jose Mireles has rejoined the department as a part-time officer. One position is still vacant, filling open positions is a statewide problem that was discussed last week at Shawn’s training. One option to explore would involve sponsoring a candidate with at least 60 college credits to complete the sixteen- week police academy. Training, room and board would be covered by the state but wages would be paid by the Village.
