Village of Kohler Finance Committee Meeting December 18, 2023 Chairperson John Ewert called the meeting to order at 5:30 p.m. Roll call was taken: John Ewert, Mike Wandschneider and Brett Edgerle. Staff members present: Shawn Splivalo and Laurie Lindow. Public Comment – None. Approval of Meeting Minutes from November 13, 2023 – Motion by John Ewert, second by Mike Wandschneider to approve the meeting minutes from November 13, 2023. Motion carried. Business 1. Review and approve November claims list – Motion by John Ewert, second by Mike Wandschneider to approve the November claims list. Motion carried. 2. Review and recommend: a. Temporary Class B beer and wine license for St. John Evangelist Parish for January 28, 2024 – Motion by John Ewert, second by Brett Edgerle to recommend Village Board approve temporary Class B beer and wine license for St. John Evangelist Parish for January 28, 2024. Motion carried. b. November Revenue & Expense reports, bank reconciliations and journal entries – Motion by John Ewert, second by Michael Wandschneider to recommend Village Board approve November Revenue & Expense reports. Motion carried. c. Ordinance No. 2023-9, An Ordinance Amending Chapter 3.21 of the Municipal Code of the Village of Kohler, Sheboygan County, Wisconsin Updating the Fee Schedule – Brett asked what changed in the fee schedule since the first proposed Ordinance, this information was included in the meeting packet. Motion by Brett Edgerle, second by Michael Wandschneider to recommend Village Board approve Ordinance No. 2023-9, An Ordinance Amending Chapter 3.21 of the Municipal Code of the Village of Kohler, Sheboygan County, Wisconsin, Updating the Fee Schedule. Motion carried. d. Resolution No. 2023-16, A Resolution Amending the 2023 General Fund, Water and Sewer Utility and Capital Outlay Budgets – Motion by John Ewert, second by Brett Edgerle to recommend Village Board approve Resolution No. 2023-16, A Resolution Amending the 2023 General Fund, Water and Sewer Utility and Capital Outlay Budgets. Motion carried. e. Police Department Update – The squad cars have a standing order back in play and production has begun again at Ford. The order is for 2024 models, the 2025 model will see changes that would change the equipment required. We recently interviewed two officer candidates that are going through background checks. Attorney Bauer is working on amending a current ordinance regarding trespassing to assist the Kohler School in enforcing parking restrictions on school property whereby the SRO would be able to issue citations for parking infractions.  The Kohler School administration would have to request the Police Department to enforce parking restrictions on their property.
