Village of Kohler Finance Committee Meeting February 12, 2024 Chairperson John Ewert called the meeting to order at 6:00 p.m. Roll call was taken: John Ewert, Michael Wandschneider and Brett Edgerle. Staff member present: Shawn Splivalo and Laurie Lindow. Public Comment – Jenny Roatch discussed her concerns with the proposed ordinance regarding parking on school property and is against passing the ordinance. Jenny had concerns about the wording, i.e. how the ordinance would work, whom it would cover and the timeframe specified in the proposed ordinance. Jenny asked if the ending time could be changed from 4:30 to 3:15. Chief Splivalo explained that the enforcement action as written in the ordinance was requested by the Kohler School Board. The proposed ordinance is written to give latitude to changes in school policies and clarification of school rules in order to gain compliance. Approval of Meeting Minutes from January 8, 2024 – Brett had a correction to the meeting minutes from last month; that the meeting started at 5:30 rather than 6:00. Laurie explained that even though the agenda had the meeting start time of 5:30 the meeting was brought to order at 6:00 when a quorum was present. Motion by Michael Wandschneider, second by Brett Edgerle to approve the meeting minutes from January 8, 2024. Motion carried. Business 1. Review and approve January claims list – Motion by John Ewert, second by Michael Wandschneider Ewert to approve the January claims list. Motion carried. 2. Review and recommend: a. Hiring school crossing guard – Lana Lensink has retired and a crossing guard is needed at the roundabout on Lower Falls Road. Chief Splivalo has a candidate to fill the crossing guard position. Motion by Brett Edgerle, second by John Ewert to recommend Village Board approve hiring school crossing guard as presented. Motion carried. b. January Revenue & Expense reports, bank reconciliations and journal entries – Motion by John Ewert, second by Brett Edgerle to recommend Village Board approve January Revenue & Expense reports, bank reconciliations and journal entries. Motion carried. c. Ordinance No. 2024-2, An Ordinance Amending Section 10.72.040 of the Municipal Code of the Village of Kohler, Sheboygan County, Wisconsin, Regarding Parking on School Property – Motion by John Ewert, second by Michael Wandschneider to recommend Village Board approve Ordinance No. 2024-2, An Ordinance Amending Section 10.72.040 of the Municipal Code of the Village of Kohler, Sheboygan County, Wisconsin, Regarding Parking on School Property as amended. Motion carried. d. ARPA funding projects – This was included on the agenda to start the discussion of spending ARPA funds in 2024. Laurie discussed the list included in the meeting packet of possible projects to be funded with remaining $107,756 of ARPA funding. Projects that are needed but not included in the capital budget include: (1) Village Hall Flooring $15,611 (2) Police/FD/DPW Security Access $15,275 (3) Upgrade Security Access-Memorial Hall $15,275 (4) Library Interactive Whiteboard $3,300 (5) FD Written Safety Program with Training $6,000 2024 Capital Budget Items that could be funded with ARPA funds rather than borrowing include $27,000 for FD inflatable boat and $24,023 for DPW small truck mounted prewet system. The projects that are not yet approved will be considered at next month’s committee meetings. Correspondence Monthly Call Summary Report and Department Update – Chief Splivalo told the committee that two squad cars have been delivered and are being decaled and set up with equipment. Two of the existing squads, 16 and 17 will be sold at auction. The third new squad has also been received and will be a new unmarked squad. A new officer is starting in the department on February 13 and a replacement school crossing guard will be starting after approval. The painting and new flooring is completed in the police department. Office updates along with clean up and organization of work spaces promote good employee morale.
