Village of Kohler Finance Committee Meeting March 11, 2024 Chairperson John Ewert called the meeting to order at 6:00 p.m. Roll call was taken: John Ewert and Brett Edgerle were present. Michael Wandschneider attended by phone. Staff members present: Shawn Splivalo and Laurie Lindow. Public Comment – None. Approval of Meeting Minutes from February 12, 2024 – Brett had a correction to the meeting minutes to state that he was in attendance. Laurie will correct the minutes. Motion by John Ewert, second by Michael Wandschneider to approve the meeting minutes from February 12, 2024 as amended. Motion carried. Business 1. Review and approve February claims list – Motion by John Ewert, second by Michael Wandschneider Ewert to approve the February claims list. Motion carried. 2. Review and recommend: a. Expansion of Community Service Officer position – We have a local individual who has expressed interest in serving as a part-time Community Service Officer position taking part in covering special events and training. The Justice Department will reimburse the cost of sending him to Police Academy if employed by the department. This will be a temporary position at $15.00 per hour covered by the Police Department part-time wages budget. Motion by John Ewert, second by Brett Edgerle to approve the expansion of a Community Service Officer position. Motion carried. b. Retention of 2016 squad car – Shawn would like to retain the 2016 squad car as a CSO vehicle. The former lease we had for a CSO vehicle is no longer available. The CSO vehicle visible at school provides additional school safety and allows the CSO officer to be mobile if needed. The current unmarked administrative vehicle has low miles, equipment is not transferrable and has a value of $7,000-$9,000. Motion by John Ewert, second by Michael Wandschneider to approve the retention of the 2016 squad car as a CSO vehicle. Motion carried. c. February Revenue & Expense reports, bank reconciliations and journal entries – Brett asked more details on checks issued to the Kohler School District and Sheboygan County with the reference of tax settlement. These are checks issued for their portion of the property taxes collected by the Village. Brett also asked about checks payable to Wisconsin Deferred Compensation and how those contributions are collected and paid. Motion by John Ewert, second by Michael Wandschneider to recommend Village Board approve February Revenue & Expense reports, bank reconciliations and journal entries. Motion carried. d. Discuss and take action on ARPA funding projects – Laurie presented a list of projects proposed to be funded by ARPA funds of $107,756. The projects consist of a few additional needs not included in the 2024 capital budget and several small items budgeted as capital for 2024. Motion by John Ewert, second by Brett Edgerle to recommend Village Board approve ARPA funding projects as presented. Motion carried. e. Ordinance No. 2024-3, An Ordinance Amending Section 20.16 Traffic, Parking and Access of the Municipal Code of the Village of Kohler, Sheboygan County, Wisconsin – Mike Kitzerow joined the meeting and explained that this ordinance addressed a public safety and enforcement issue in the Deer Trace Shopping Center parking lot. There is a large pothole on the Pet Smart extended parking lot that is not being maintained. The owner will have a limited time to correct the issue or the DPW will repair and bill the property owner. Motion by John Ewert, second by Brett Edgerle to recommend Village Board approve Ordinance No. 2024-3, An Ordinance Amending Section 20.16 Traffic, Parking and Access of the Municipal Code of the Village of Kohler, Sheboygan County, Wisconsin. Motion carried. f. Police Department Update – The Police Department is fully staffed and busy. Bernie Rammer from Sheboygan County is taking care of selling the two 2020 squads. The new unmarked squad is awaiting equipment to be received in about four weeks. Shawn is having school zone start and ending signs to denote the area for traffic. Shawn is working with the library regarding doors and security cameras and Attorney Bauer is drafting a library policy to address police security concerns. The flock camera system at Deer Trace has assisted in theft cases.
