Finance Committee Meeting
December 9, 2024
Chairperson John Ewert called the meeting to order at 6:00 p.m. Roll call was taken:
John Ewert, Michael Wandschneider and Kelly Kasten were present. Staff members
present: Shawn Splivalo and Laurie Lindow.
Public Comment – none.
Approval of Meeting Minutes from November 11, 2024 – Motion by John Ewert, second
by Michael Wandschneider to approve the meeting minutes from November 11, 2024.
Motion carried.
Business
1. Review and Approve November Claims List – Motion by John Ewert, second by
Michael Wandschneider to approve the November Claims list. Motion carried.
2. Review and Recommend:
a. Amending Ordinance 11.18.010 D. to read Thirty-five (35) miles per hour on
Highland Drive, commencing at the intersection of Highland Drive and Greenfield
Avenue and continuing northerly along Highland Drive to the village limits – This
stretch of road is currently at 45 mph from County Y and then goes down to 25
mph at Greenfield. There is an increase in traffic and data supports lowering the
speed limit without a speed study. Four lane roadways are unusual within a
community and there have been several accidents recently involving vehicle vs.
bikes. The lower speed limit will be hard to enforce, but public conformity is
likely. Motion by Michael Wandschneider, second by John Ewert to recommend
the Village Board amend Ordinance 11.18.010 D. to read Thirty-five (35) miles
per hour on Highland Drive, commencing at the intersection of Highland Drive
and Greenfield Avenue and continuing northerly along Highland Drive to the
village limits. Motion carried.
b. November Revenue & Expense reports, bank reconciliations and journal entries
– Motion by John Ewert, second by Michael Wandschneider to recommend the
Village Board approve the November Revenue & Expense reports, bank
reconciliations and journal entries. Motion carried.
c. Resolution No. 2024-6, A Resolution Amending the 2024 General Fund, Water
and Sewer Utility and Capital Outlay Budgets – Motion by John Ewert, second by
Michael Wandschneider to recommend Village Board approve Resolution No.
2024-6, A Resolution Amending the 2024 General Fund, Water and Sewer Utility
and Capital Outlay Budgets. Motion carried.
d. Police Department Update – Tom Schnettler and John Ewert meet to discuss
information put together by Jodie Kuklinski who has concerns regarding health
insurance employee costs. Health insurance options could be discussed by a
committee when renewal information is released, but the timeframe is very short.
Shawn discussed capping the non-represented employee monthly contribution
equal to the Police Labor contract in the future. Shawn informed the committee
of increased costs the department is incurring due to replacement of AED pads
when the AED is implemented. These pads had been supplied by Orange Cross
Ambulance Service but they are no longer replacing them. AED’s are required in
the EMR kits carried in the squads, so this expense will be incurred but not
included in budget numbers. Jacob Porter will be beginning academy January 9.
Winter snow tires have replaced original tires on all squads. Including all
reductions of deer numbers, twenty deer have been taken from the herd.
