Village of Kohler Finance Committee Meeting February 10, 2025 Chairperson John Ewert called the meeting to order at 6:04 p.m. Roll call was taken: John Ewert, Michael Wandschneider and Kelly Kasten were present. Cindi Gamb was the staff member present. Public comment – none. Approval of Meeting Minutes from January 13, 2025 – Motion by John Ewert, second by Michael Wandschneider to approve the meeting minutes from January 13, 2025. Motion carried. Business 1. Review and Approve January Claims List – Motion by John Ewert, second by Michael Wandschneider to approve the January claims list. Motion carried. 2. Review and Recommend: a) January Revenue & Expense Reports, Bank Reconciliation and Journal Entries – Motion by John Ewert, second by Michael Wandschneider to recommend the Village Board approve the January revenue & expense reports, bank reconciliation and journal entries. Motion carried. b) Ordinance No. 2025-2, Sewer Service Charges and Billing – Motion by John Ewert, second by Michael Wandschneider to recommend the Village Board approve Ordinance No. 2025-2, Sewer Service Charges and Billing. Motion carried. c) Change to Employee Manual Regarding Health Insurance – discussed the changes in health insurance from 2024 to 2025. • Employee out-of-pocket increased from $12,000 to $13,000 for a family plan. • HSA employer contribution was $1,200 single/$2,900 family for 2024, this was decreased to $1,000 single/$2,500 family for 2025. • Represented employee’s monthly health insurance contribution is capped at $240 per month, non-represented employees do not have a cap; monthly contribution is 15% of the total premium. Motion by Michael Wandschneider, second by Kelly Kasten to recommend the Village Board approve capping all employees health insurance contribution at $240 per month effective March 1, 2025, and increase the HSA amounts to $1,200 single/$2,900 family. Motion carried.  d) Setup Ad-Hoc Committee to Discuss Employee Health Insurance – Cindi requested to set up a committee of employees and two board members to look at health insurance options for 2026. Motion by John Ewert, second by Michael Wandschneider to recommend the Village Board set up an Ad-Hoc Committee to discuss employee health insurance. Motion carried.
