Village of Kohler Finance Committee Meeting April 14, 2025 Chairperson John Ewert called the meeting to order at 6:00 p.m. Roll call was taken: John Ewert, Michael Wandschneider and Kelly Kasten were present. Staff members present: Shawn Splivalo and Cindi Gamb. Public Comment – none. Approval of Meeting Minutes from March 10, 2025 – Motion by John Ewert, second by Michael Wandschneider to approve the meeting minutes from March 10, 2025. Motion carried. Business 1. Review and Approve March Claims List – Motion by John Ewert, second by Michael Wandschneider to approve the March claims list. Motion carried. 2. Review and Recommend: a. Request for Premise Addition to Kohler Co. Liquor Licenses – Kohler Co. is requesting to add Flora Fields, 1271 Highland Drive, to their current liquor licenses. Motion by John Ewert, second by Kelly Kasten to recommend the Village Board approve the premise addition to Kohler Co. liquor licenses. Motion carried. b. Resolution No. 2025-3, Supporting the Dedication of Centralized Support for Zoning and Planning – Motion by John Ewert, second by Michael Wandschneider to recommend the Village Board approve Resolution No. 2025-3, Supporting the Dedication of Centralized Support for Zoning and Planning. Motion carried. c. March Revenue & Expense Reports, Bank Reconciliation and Journal Entries – Motion by John Ewert, second by Michael Wandschneider to recommend the Village Board approve the March Revenue & Expense Reports, Bank Reconciliation and Journal Entries. Motion carried. d. Purchase Patrol Rifle for Police Department – e. Purchase Event Rifle for Police Department – Motion by John Ewert, second by Michael Wandschneider to recommend the Village Board approve purchasing four patrol rifles, cost $6,412, and two event rifles, cost $3,012. Motion carried.  f. Purchase Police Department Squad Modems – Motion by John Ewert, second by Michael Wandschneider to recommend the Village Board approve purchasing three squad modems, cost $2,399.97. Motion carried. g. Discuss Police Department Portable Radios – the Police Departments 10 radios are no longer being supported nor are replacement parts are available. New radios cost about $5,000 each. Discussed options for replacing the radios. Shawn will provide a proposal at the next meeting to purchase two radios this year. h. Police Department Update – Officer Porter will be graduating from the academy in May; Officer Moman is on work out and will be deployed in June for one year; Lieutenant Gross will be graduating from command college in June. Fraud against the elderly continues. i. New Hires for Department of Public Works and Recreation Department – Motion by Michael Wandschneider, second by John Ewert to recommend the Village Board approve the new hires for Department of Public Works and Recreation Department as presented. Motion carried. j. Increase Pool Wage – the committee requested that Recreation Director John Willadsen provide an hourly wage amount for Pool Managers and Assistant Managers. k. Password Policy - the auditors have had in current and previous audits that the Village does not have a formal password policy. The policy would become an appendix to the employee manual. Motion by John Ewert, second by Michael Wandschneider to recommend the Village Board approve the password policy as presented. Motion carried.
